Accident Report (Issued 1081)

The Collision
The "Empress of Vland" exited Jump-Space at Regina within the normal place, very close to the designated bound. It was attempting to catch up on departure delays by expediting the landing process, exiting jump-space with a moderate vector towards Regina (Moon).
The Customs Cutter "Clarity of Evidence" had detained the Free Trader "All for Profit" at the edge of the designated jump arrival zone. The pair were in a circular orbit relative to Assiniboya (Gas Giant).
The Vector of the "Empress of Vland" intersected with the free-floating pair some 42 seconds after emergence from Jump-Space.
The "Clarity of Evidence" was first struck by the the "Empress of Vland", and the resulting debris pushed into the "All for Profit".

The initial crash is assessed to have killed all aboard the "Clarity of Evidence". The "Empress of Vland" was holed in several compartments and the jolt unseated the power plant causing it to initiate an emergency shutdown. Most of the dead aboard the "Empress of Vland" were killed by the creation of these holes (and the subsequent exposure to vacuum) or by the sudden change of velocity engendered by the crash. One passenger died as the pressure and or power loss triggered emergency iris valve closure throughout the ship - crushing that person in the doorway. Several passengers died of impact injuries before rescue could be effected. Two passengers were rescued uninjured.

The debris shower that hit the "All for Profit" struck multiple compartments, holing them, crashing the engine systems and causing the ship to tumble out of control. There were three survivors aboard that were rescued. The Ensign from the "Clarity of Evidence" and the First Mate from the "All for Profit" - both of whom were stood in the ships airlock and both of whom were wearing vacc-suits - and a passenger who was later found in a rescue ball in their cabin. All were unconscious and severely injured. A second passenger had made it into their rescue ball, but died of the injuries sustained before they could be rescued.

Emergency Response and Rescue
The starport authority received the custom-cutter's emergency beacon being activated some 26 seconds after the accident. The commander on watch became aware that there was an issue within one minute. The immediate response was to call to the Naval Base for police support as the cutter had been destroyed while making a stop-and-search. The second report came in the from a cargo vessel stating that there had been a collision. The vessel reported that it was changing vector to investigate. At this point, the Navy, IISS, Customs and Port Authority vessels available were placed on stand-by or dispatched to help.

Aftermath
The first non-civilian vessel to attend was an IISS explorer. The commander of that vessel took charge of the scene, called for additional aid and dispatched emergency an rescue team. It found a group of three crew from the freighter already searching the "All for Profit" and concentrated its rescue efforts on the "Empress of Vland".

The Freighter Crew were commended by the Port Authority.

The Port Authority and the IISS cooperated well in both the rescue phase, and in the post-rescue recovery of bodies, recorders and debris.

One space-worker operating on the orbital facilities above Regina was later killed by a piece of debris from the wreck on it's third orbit about the gas giant! Two stations were also holed, neither sustaining significant damage and both avoided further loss of life.

Conclusion
The Captain of the "Empress of Vland" was held to have been at fault for ordering the unusual jump-exit vector.
The Astrogator was found to have miscalculated the jump details had exited so close to the Jump-Arrivals Zone boundary that there was no possibility of reacting to the presence of the other vessels. Since the bridge-crew had died in the disaster, direct action was not deemed possible. The Company (Tukera Lines) was sued by the survivors and the relatives of the dead and settled out of court for an undisclosed sum. No criminal charges could be laid against the company itself or its management.

The Investiture of Ciencia Iphegenia as Grand Princess of the Imperium
Where were you when you first saw this ceremony?

Although this took place in 001-1100, the event was comemmorated by an extra bank-holiday on 002-1100 and the holographic record didn't get circulated until it had made its way from the core by x-boat much later in the year. It was the most lavish affair that the Alkhalikoi staged since the Imperial Wedding in 1079.

Whanga was one of the few worlds in the Regina Sub-Sector that was populated when the sub-sector was opened by the Imperium. It had been colonised by a Vargr group and as a source of supplies, quickly became a trading partner of the Imperial settlers and refuelling/resupply stop on the route to the Zhodani.

The world saw a Human colony to Rival that of the vargr appear in 108 - and for a time it looked like a promising rival to Regina or Efate. By 203, the Vargr and Human colonies were at war. Both sides saw troops arrive from outside and both sides issued dozens of privateer licenses against their rivals shipping. The Imperial Navy, in agreement with the Zhodani Navy got fed up of the interruptions to shipping and in 250 interdicted the planet. The privateering stopped overnight. The ground war ground on for a period - but both main colonies were destroyed in the process.

In 1096, a scout review of the conflict found that there was no longer any signs of Human or Vargr life on the world. In 1104, the interdiction was lifted and Sternmetal Horizons was granted an exclusive colonisation and extraction license for 50 years. It's first mining expedition landed on the planet just 2 days after the official end of the interdiction.

The Nebelthorn Border Mapping Incident took place on Ruie (SM1809) and involved a mapping party from the IISS and a mapping party from Nebelthorn who were jointly mapping the line of the Nebelthorn border.

The IISS version of events is that one of the Nebelthorn party had taken a swing at one of the IISS party and Senior Scout Walter Bern stepped in to separate the pair. In the scuffle, he fell (was pushed) into the river, being swept downstream. On reaching the riverbank, he was detained by the Nebelthorn security police on a charge of entering the country illegally.

Negotiations to repatriate the Senior Scout were started immediately, but became complicated by the involvement of a Zhodani group who were attempting to repatriate a Zhodani merchant who had been detained by the Imperium on espionage charges. It took 4 years for the repatriation to take place in what was seen by many as a Zhodani propaganda coup.
