Addressing Walt and eyeing the male Aslan and anyone else obviously armed he adds "You have the look of guards. As you stand atop your mountain are you wise enough to open fire on he who can collapse its very roots?"

I meant to crudely bargain... as I have but now learned... that you lead... an exodus. I therefore now place into your care those of my people who wish to leave our limits for a new life... as colonists. Not all will be minded to leave... but those below number one million. The Semck Mercenary soldiers (Ciencia realises he refers to SEMC) "are... an equitable meritocracy... those below will continue to offer themselves as recruits".

He takes in the ocean horizon and shields his black eyes against the solar glare to eye the arcology's Spire.

"I will return to my realm and give my leave for all that want to be colonists and give you their fealty to... ascend. Then they will gather and make themselves known to the soldiers of the Semck... and you will take them to the stars".

He pauses struck by realization "Remembered... ??? I thought... myself forgot... and forgot myself... in time and memory. Empress... show... "The King"... no... Commander... Jubal Jensen, Field Operations, ISS... at his post and on watch".

He lets out a great breath which vents through the gills in his neck and then makes ready to don his helmet ready to return to his realm. A massive tentacle gently encircles him and then draws him back and down into the depths.

Once he has departed, she turned to the rest. "Send these... people back where they came from. Let them warn others of their kind to steer clear of us or learn what it means to be let out halfway across the Imperium and be told to walk home."

That done, she lowered her voice. "We can handle a million people, though I doubt we’ll see those numbers from below. In fact, the colony vessel coming to pick us up hosts 126 50,000-ton low berth pods, each capable of holding 85,000 humans or 21,250 Aslan. One fully configured for human or Vargr--not to forget our friend's desire to have his people have a chance--can hold almost 11 million sophants. Or more than two and a half million Aslan. It would be a shame to only fill it part way. If they are wanting to relieve overcrowding here, we are more than willing to help.

"I want to put out word more widely and offer incentives in credits to those who will come. The credits can stay here with family or be honored when we set up our own polity. How will those in power here react to an attempt to recruit a sizable number of colonists? It feels crowded, so part of me wants to think they would be happy to relieve some population pressure, but places like this are always the same. Palms will need to be greased, and an acceptable quota established. Who do I need to dicker with and what is a reasonable quota?"

It may be of benefit to speak with the King. The uptake from "below" is huge. Collace prime and soon other arcologies begin to experience surges of proto colonists from their "undr hives" who are making what is now referred to as "The Climb". Collace Prime produces hundreds of thousands of souls alone with more inbound via submersible and surface craft from sister arcologies and derelict and notionally abandoned ocean habs. The total from below is half a million mostly undocumented (and likely unknown) natives of the planet in addition to volunteers from above the surface.

The fact that so many of their citizens were unknown to them serves as some (at least theoretical) embarrassment to the incumbent administration who therefore can't argue overmuch about their loss.

Those below geo politically fall into the following major factions (all of which have already provided whole infantry companies to SEMC):

from the "Mill" an area based on a submersible building docks
from the area adjacent to the Arcolgy's weapons foundry
from the bulk mineral "under port" known as Celseseya
from the still viable portion of the Hab Zone area known as Tota's Hab

There needs to be a staff that can gather data about everyone, so they have records of who people are and their biometric when the surgeon/medic bots on the ship does the medical exam before they are put into the low berths. Whatever reasonable help can be given (that can be purchased by her) will be provided.

The Bartizan by default becomes a transit camp and the cooperation and assistance of Collace's close orbital businesses is forthcoming (per favour of The Shore). The proto colonists warm to the charismatic Crown Princess.

Being the "home regiment" and already having recruited from "below" (which paved the way into the good graces of The King of the Deep) The SEMC is the obvious choice to form a training cadre to provide the colony's own forces who will take over defence of the new polity when the Mercs withdraw.

Four "Colonial Militia" units of company plus size form the nucleus of the polity's first four proper battalions who in turn are affiliated to their local recruiting hubs and sportball teams: the "Mill", Foundry, Celseseya and Tota's Hab. It is proposed that since the SEMC trainers are available and familiar with the locals they will travel and train "warm" to Reavers Deep in company with these nascent units to deliver viable albeit untried and partially understrength combat units on arrival. If nothing else they will free up Merc units from garrison duties.

A donation to the Collace PDF widows and orphans (for a unit that's not seen combat they have a surprising number!) supplies surplus weapons and basic uniform and gear with which to train these units.

OOC: Since they are training from scratch someone needs to call slug weapons or energy weapons as their longarm option.

Slug. Metz can provide TL16 gauss weapons (pistols and rifles) for trainers and trainees alike.

He will also provide a parting gift to Colonel Skeet, Colonel Cross, and The Warlord. The two human will get pistols like they saw that one night on the Imperial Guards. Non-Imperial (and non-Ancient) TL22 fusion pistols. The Warlord gets a scaled up version of the same.

He remarks that their arrival has certainly made things interesting here on Collace and he's sure it will be a while before it's impact dies away.
