For spell effects, state what you're trying to achieve and roll. If what you're attempting seems reasonable, and you get a 5+, it happens. If it seems unreasonably powerful, something less happens on 5+. Hey - what sort of range of effects can I realistically hope for with a Local Weather spell? How about a Soothe spell? What range would I need to be in to cast it on a mob?
That's not what you were asking for ... let's say that Local Weather has an effect of maybe a mile radius ... what can you get to happen in 3.14 sq mi atmosphere? Probably not a hurricane, but maybe a tornado. Snow, hail, rain, wind ... sunshine ... whatever.
Soothe? What seems reasonable to you? Let's start from there and I'll talk you down if it seems extreme. As far as range, I think you gotta be able to communicate with them somehow. There are many modes of communication.
