If you have a lesser number of distractions, you need to pass a Will ST to act normally.
That's pretty potent. If you lost all your hp, you could spend a Ki point to keep acting another round - does that work here, too?A character may ignore a number of Distractions equal to his Effect Number on a Will Saving Throw. Such a Saving Throw need only be made once per Detailed Turn.
The Restrictions are by definition not mitigable... perhaps they're just modifiers assigned by the GM to BCS.
