Characters:
The others realize the Kobold still on the dock was watching the wounded drake, not you. "Not my fault!" it squeals, yanking the leash-chain and trying to make a break for it with his wounded, limping drake back down the pier (towards you) then south along the warf.
Pegg runs after the kobold, Thorhall following her lead. The large woman swings the sack of shit in her hands like a mattock while at a full run, knocking the kobold off the back of the drake. (-3) The kobold bounces to a stop at her feet, cowering, the wind knocked out of him. She grabs it by the neck, her meaty hand easily wrapping around it, and lifts from the ground, taking it prisoner. Thorhall swings at the drake, but is nowhere close. His stout legs churning to keep up, the lizard scurries off down the warf. (escapes)
On the barge, the kobolds trill with glee as one of the massive drakes chomps a sailor. (-3) It grabs his leg, shaking him violently as he struggles to keep his feet. The other four pound on the creature relentlessly with clubs, belaying pins, and other things at-hand (-13) until it lets go at last. The creature is heavily wounded, snarling, the kobold keeping it's chain tight.
You hear a roar in the air far behind you, the dragon still flying, though some distance off, it's voice a sounding call again...

Casper the dwarven blacksmith continues his charge down to the kobolds on the barge. If given the opportunity, he will bash one with his club-like hammer.
In case he gets there in this round:

OOC: could you remind of the options for escaping Kaerhavn - boat out of the harbor from this position with a dragon coming at us, back up to the land gate, is there also a path at the end of the wharves?

You are correct - down the wharves, across the river, escape by land OR save these sailors (or their barge), brave the bay, escape by sea. Both have challenges, and which you choose also determines what future arc you end up in.

Odlo stands over the dead lizard, trying to not become too overconfident in light of his battle prowess. He points to the longsword protruding from its side. "A nice weapon for one of you tallfolk" he yells, nervously watching the distant dragon fly their way.
He can't in good conscience let these sailors fight alone, especially as they represent a route of escape from the city. He bears down on the wounded drake, stabbing at it with his jeweled short sword.

Because Pegg is holding a prisoner, I am going to assume she roleplays that and doesn't charge the melee. I will leave her out of this post and let her roleplay separately.
The wounded drake is fixed on his prey, grabbing the mauled leg of the wounded sailor and tearing it off mid-thigh with a fierce bite and shaking of its jaws. (-2) The sailors are aghast as blood sprays. Spurred forward by the kobold's goad, the other drake overbears a second sailor, tearing out his throat... (-6) More blood sprays, the barge deck slick and red.
Two dwarves and a halfling all disguised as dragon cultists, and an excited farmer, charge onto the barge in their moment of need - the sailors cry out in dismay as cultists join the Kobolds. But Odlo leaps forward at the wounded drake and drives his jeweled longknife into the beast's skull, dropping it to the barge deck, limbs quivering. The Kobolds change from exhilaration to outrage at the betrayal. The one holding the dead Drake's chain turns, only to get Hannu's pitchfork in his chest (-2) and then Casper's hammer (-1), which knocks him over the side of the barge into the harbor waters.
One of the sailors rallies, knocking out the other Kobold with a belaying pin. (-4) The second, still unwounded, drake stands between the two groups, hissing as it crouches.
"Surrender or we'll have you longshanks!" yells a halfling sailor at you, brandishing a gaff hook.

Halfling translation:
Not wishing to press his luck in a straight battle with the drake, the halfling attempts to grab the chain to gain control...and hopefully deter the dragon from flaming the group. "Let's keep this last lizard alive...maybe the dragon feels a kinship to it?!" Odlo says hopefully...
Please let me know if I should roll to attempt to grab the chain.

A roll? Hells yes!! 
Let's say Dex roll, DC 12. On a 4 or below it gets a free snap at you, on 5-8 you miss, on a 9-11 you grab the chain but it takes you for a ride.

Odlo freezes in place as the lizard hisses at him. He waits until the drake is distracted by the sailors, then sheathes his long knife and scampers across the deck. Odlo deftly dodges its tail, and smiles as he catches the chain in his hand!

Hannu is eager to stick the drake with his pitchfork and joins Thorhall in the attack. Hannu is whistling a tune with a distinctive melody as he makes the spearing movement. Perhaps he is more concentrated on the tune than the attack.

"Peidiwch a bod yn wirion, rydyn ni ar eich ochr chi!" Odlo replies to the halfling sailor in his native tongue. The drake, momentarily free of its confinement, lunges forward and snaps the halfling sailor in its jaws, its small form silenced and sliding to its gullet in red gobbets before he can translate to the others. (-6, dead) The other two sailors try to pound on the beast, both to save their own lives and to avenge another of their fellows' dying to its teeth. One lands a solid thunk on its head with an oar (-4). Thorhall likewise hits the beast soundly in the shoulder with his smithing hammer (-3) while Hannu misses, singing to himself.
Odlo lunges at the beast's chain as it devours his fellow halfling but skitters across the slick wet decking of the barge, blood staining his foothair. Casper, however, is able to grab the chain and, looping it around his forearm, yanks the beast! The wounded lizard hisses at the familiar tug, turning to see the dwarf (rather than a kobold) is yanking his chain. Now that he's got it, what is he going to do?
As the "cultists" are revealed to be a halfling and two dwarves and acting against the drake, the sailors stay focused on battling the lizard that has slain three of their fellows. Odlo's words in halfling are now lost and Casper's unintelligible... Two sailors and a drake remain aboard the barge with the party as Pegg saunters up to join them, the squirming crapsack over her shoulder. Behind her, the dragon bellows, answering a call once more. It wheels and changes direction, heading towards the Land Gate...
