Hi Pixie,
Finding and drinking the potion, and waiting for it to take effect, takes one round. None of those things are impacted by the Speed magic of the potion because it hasn't taken effect yet, so Telkis can't also charge and attack this round. Sorry.

Just an fyi: Grothnak didn't need to charge last round in order to attack C3. So I'll backcall that he didn't, because he does needs to charge this round in order to attack X1.

I know Zhym has already chimed in IC, but I want to get everyone else's thoughts on Ingrid casting Earthquake. I do not want to make anybody mad if I cast a spell knowing (assuming) it will result in a TPK. I think the nuclear option is really the only hope the party has at this point of keeping the evil from spreading. I don't see us getting through this fight, finding the other prisoners, and escaping, but do not wish to drop tons of earth on our heads if it would result in hard feelings from the other players. If you do not wish to make your preference public, send me a PM. I don't take casting this spell lightly and would like feedback. If I get no response from someone for a few days, I will assume the player does not care either way.
