Early in my ALS condition I had to do an MRI. It was claustrophobic but what bothered me the most was that my breathing was already degraded and I couldn't bring my breathing assistance into the chamber with me. It was an exercise in yoga breathing for both the claustrophobia and the breathing itself!

For me it was like being stuck in a culvert.
We are waging our "war" with what is surely the most basic of "warships" (actually computers) so the difficulty may be about right. You could make the tracking DM cumulative per whole turn of tracking or firing i.e. one turn tracking then one turn firing = +2 only on that target next turn. (So no retconning required as we are).
