Is it possible to make actions contingent on initiative and what the enemies do? Basically, if the blindness starts wearing off, I'd like Kurot to start the eye-flashy thing again. If he wins initiative before the blindness wears off, he'd keep firing the rifle. But if he loses initiative and sees that the enemies are no longer blinded, he'd start flashing his eyes at them again. Is that something that's possible, or do I need to declare a single action regardless of initiative or what he sees the enemies do?

You really need to declare the action before seeing what actions others take. Turns happen so fast that last-second changes stretches the intent of the fast-paced combat round.

Kurot has the advantage that he's really fast. When everyone else is disengaged, Kurot will rapidly go from being the rear guard to the vanguard.
