Wind Dragon floats up in the general area of the door and his lockpicks float away from his person (it is obvious that his wind is holding them). He attempts to open the lock. After he successfully opens the lock the picks float back to his hand and he motions with the other hand pointing to the door.

Warlock watched as Wind Dragon unlocked the door with a measure of discretion. It reminded him that even though he could easily devise a spell for that situation, his need to incant and gesture would make the subterfuge irrelevant.

The Crusaders cautiously enters through the middle rooftop door. A waft of stale, metallic air greets them, thick with the scent of oil, dust, and time. Just beyond the threshold, a narrow aluminum staircase clings to the ceiling structure, bolted directly into the steel beams. Its design is purely industrial, offering no comfort, only function.
Each step echoes with a hollow metallic ring, their combined weight making the entire frame subtly shudder underfoot. (Please make a Stealth roll here!) The handrails are cold to the touch, slick with condensation. Below, barely visible through the rising gloom, is a catwalk that hangs several stories above the ground floor of the factory. The catwalk stretches out in both directions, suspended like a skeletal bridge above a shadow-filled cavern of machinery and piping.
As they enter, the dim light reveals a massive, open factory floor far below. Machinery, hulking silhouettes of outdated production lines, tanks, belts, and control panels, sits silent and inert. Pools of darkness dominate the space, broken occasionally by small patches of flickering emergency lights or ambient glow from decaying fixtures. (Please make a PER Roll!)
Several metal ladders branch off from the catwalk at intervals, descending into the lower levels like spinal cords into the factory's guts. Each ladder has a faded safety warning painted beside it, most now unreadable.
The factory is silent but feels far from empty.
And while the machinery is clearly powered down, there’s no way to tell if it’s permanently disabled or simply dormant and waiting for a spark.

Once you get to the catwalk it would look like this but multiple stories in the air and suspended from the roof.

The metal frames of the catwalks did nothing to hide them. If anything, the creaking and the bending of the frames from their weight would in all likelihood give them away in time. Warlock stepped with deliberate attention, trying to remain quiet.
Stealth 13-: [_3d6]=(3+5+2)=10
The atmosphere made it look like the factory was truly abandoned. Yet, emergency lights were active? Not quite fully abandoned if someone was paying the electricity bill to keep those light on. Those batteries should have been spent years ago, if the state of the outside was any indication.
Warlock didn't like the situation at all. He knew skullduggery was not his strength, as all his spells demanded a strong voice and evident motions. There was little he could contribute this way. He peered into the darkness to see what, if anything, may have been down there. Clearly something "had" been down here, if the noise they heard on the rooftop was any indication. But... where was it? Or perhaps it was hiding, having detected them on their arrival, merely biding its time, measuring the threat, and preparing for the optimal ambush. He stopped for a moment, and scanned the area of the factory floor below.

As the group edges forward along the suspended catwalk, every step seems to betray them. The squeak of metal grating underfoot echoes with unnerving volume in the cavernous stillness of the abandoned factory. What was once a place of industrial clamor, more quiet.
It becomes immediately clear that the warehouse below is far from empty. Shadows shift subtly beneath the catwalk, small movements, barely perceptible in the gloom, but enough to put every member of the group on edge. A faint clink of metal, a flash of motion behind a stack of old equipment, they're not alone.
Then, without warning, a sharp voice barks from below and to the south west of your position: "DEFENSE DELTA!"
The voice carries authority and urgency, ricocheting off the factory walls. Whether this command is a verbal trigger or activated by someone hitting a control panel, the response is immediate and coordinated. Click. Buzz.
With a dull hum, rows of overhead industrial lights flicker to life in sequential bursts, revealing the floor below in stark fluorescent white.
What was once hidden now reveals itself:
Multiple figures in green uniforms are positioned strategically throughout the factory floor.
Each wears a matching green tactical helmet with a full visor. Each has a logo of a serpent on the right side of the chest. VIPER.
They hold rifles at the ready, not quite aimed, but definitely not relaxed.
The factory’s interior, now exposed, shows signs of recent use—footprints in the dust, makeshift communication equipment, and an open crate of ammo nearby. Some figures take cover behind old machinery or crates, others stand in guard stances, rifles rising slightly toward the elevated catwalk where the party stands.
The moment hangs heavy in the air.
Now that the lights are on, the party is fully exposed. Whether through shadow, silence, or subterfuge, their cover is gone. The factory is alive with tension, and these green-helmeted soldiers—whoever they are—are ready for trouble.
There are multiple areas of crates, some kind of large pipes or tubing, two crane like things in the center. There is a large hole in the ground. You are all 7 hexes (3.5 stories) above the map. The heroes are tightly gathered between the two cranes and above the central pile of pipes
Actions?
Since we will be going in to "combat time" here I am ask for _3d6 Initiative - Just any explanation for Warlock in the HERO system there is a 1d6 roll for ordering identical DEXs, with a reroll on tie, I just do _3d6 so that in PBP post I do not need to go back to you for this.

The lights came on, revealing the presence of a contingent of Viper agents on the factory grounds below.
... Viper? What in blaze's name are they doing here?...
Warlock proceeded to cast spells, redirecting arcane power into different avenues, as the rest of the team responded with honed reflexes. He didn't really need any particular guidance as to what the action plan was. This was Viper, for crying out loud. They needed to be stopped, with extreme prejudice.
The runes around his hands coalesced into finished spells, forming luminous shapes that surrounded his body and made it blur and waver. He stepped aside a short distance, and chanted the summoning words of his Mystic Chains spell, letting it coruscate around his hand . He was trying to incapacitate and capture the agents. If they were involved with Demon somehow, they might have more information for them.
Feeling cocky at the moment, self-assured in the power of his Displacement spell, he called out,
"SURRENDER NOW, VIPER. THERE IS LITTLE POINT IN A FIGHT WHEN YOU ARE PROMISED TO LOSE."
With those words spoken, he aimed the spell at one of the figures below.
