Hazm stays with Ambergris, hoping into the boat and staying as alert as possible to all around them.

Seeing a nearby boat, Tommy swims towards it and climbs aboard as quickly as he can. Joining Telurion, he coughs up salty water and gasps, "They're headed to the bitch queen—sea devils and sharks. They're heading to the bitch queen!" He points and scans the water, desperately searching for Lesh.

he mentally communicates with Lesh "lure them to the surface, i'll blast any devil or shark i seee"
If he spots an opportunity to help Lesh against the sharks or sea devils, he unleashes a volley of eldritch blasts.

Lesh

Angrily he turns on the sahuagin warrior who attacked him unleashing a Guiding Bolt while the spectral octopus continues its attack on the other warrior. If he has time he wants to look at the stairs to see he can block the exit.

Telurion draws steel, and looks around as Tommy climbs aboard - "Damn this, it is impossible to see what goes on below the surface!"

Yarl shakes his head from the fog he was in and looks for a way to follow and, even better, catch up.

The two boats, one carrying Hazm and Ambergris, the other Telurion, Tommy, and Talian, make their way across the gray harbor as fast as they can...both heading for the great fountain and the towering temple of stone!

Yarl peers through the perpetual fog along the water and begins running toward the docks. Haim catches up with him and asks, "Where ya going, boss? Yer friends look to be heading for the Bitch Queen's temple! That can't be good!"

Underwater, Lesh angrily attacks the encroaching sea devil and its shark companion. This time his guided bolt kills the sea devil instantly, leaving its shark companion confused. The spectral octopus ends the other sea devil's life and both sharks scoot out of the way, heading for the open channel to the sea.
Lesh tries to get a good look at the platform where the other sea devil is taking Trueshot. As he swims closer, he can see the platform and a robed figure and two others standing there awaiting the arrival of the sea devil. The three figures are the priest and two of the cultists from the dock!!

Back on the surface, both boats dock at the stone steps leading down below water level. "I can't swim," Talian says. "How are we going to get down there?"

"We have to try something" - Telurion seems also lost at what to do next, but his tone to Talian is resolute. With a look around, he starts going down the stairs and into the water.

I am not very familiar with 5e rules about swimming and drowning, but Telurion can at least hold his breath for a while, right?

We gotta get True! I’m gonna kill anything fucker that gets in the way he yells and takes off.
His bare feet hit the ground and he can’t wait to hurt something.

He signs inwardly in frustration on seeing the three figures, but he knows his limits. Mentality, he messages Tommy about the situation. Perhaps he should try to draw one or two of them away from the stairs this sounds risky, but he has the octopus and is a good swimmer….

Once the boat docks/grounds she hops out and moves with the others.

Hazm and Ambergris reach the jutting landmark first, and the nimble Halfling jumps out as soon as the nose of the boat touches the stone. The aged sea captain is a bit slower to follow, but he does, ignoring the waves of the harbor lapping over his shoes. As Yarl runs along the docks, hurrying to get to where the boats are landing, Telurion paddles his boat, with Talian and Tommy, up to the rock, a door opens near the top of the stairs and three figures emerge.
They are dressed in colors of blue and green, their armor is silvery blue scales; all three are females. They descend the stairs quickly to meet the those who have arrived at their stoop. As the fountain continues to spray, the three women brandish their weapons, and one, a dusky skinned Calishite, says, "Why have you come to the Water Queen's House? Have you brought an offering? Speak quickly! Or else begone!"

He stands up tall. We want him back now!

Telurion

Telurion’s boat nudges against the rock, and he quickly secures it before stepping out, his armor clinking with each movement. He keeps a firm hold on his weapon, but doesn’t brandish it aggressively. He locks eyes with the dusky-skinned Calishite who spoke, his tone resolute yet respectful.

"We mean no disrespect to the Water Queen's House," Telurion begins, his voice carrying the weight of urgency. "But our friend has been taken by sahuagin warriors, dragged into these waters not far from here. We seek only to rescue him before it’s too late."

He takes a deep breath, steadying himself despite the chaotic situation. "We bring no offering, only a plea for aid or, at the very least, permission to pursue those who have taken him. The life of an innocent hangs in the balance."

His stance is firm, prepared to either negotiate for their assistance or assert his group's determination to press on. The desperation in his voice is palpable, but his resolve is unshakeable.

Looks at the dusky skinned guard. "No time for charisma and charm my sun-kissed beauty. The fish-folk are banging yer back doors in, wanting to get intimate and ravenous as piranhas-on-legs with yer Holiness's holy of holies."

He blabbers, trying to explain the harbour flood and present Sahaugin attack while being affronted by her comeliness. He points his scrimshaw towards the temple interior, "Can any of you swim?"
