I never used the notification system. I do it like this: every evening (well, every evening I'm checking UnseenServant) I open the Dice Roller Characters list in one browser window and the forum in another. Then I go through my characters top to bottom and see if there's any news in that character's thread. That works for me YMMV.

I think we all know that rule is somewhat broken.
So, If the secondary weapon is “always” at a penalty (-1 with 18 Dex in this case), does that indicate ignoring any magical (or in this case racial) bonuses that might be added?
If so, I think we can stick to the book rule.

An always-present minimum penalty of -1 for the secondary weapon is fine with me. I'll save my quad-wielding polearm Thri-Kreen for a different game.

My own understanding is the Dual-wielding passage focuses solely on any Dexterity bonus progression and that character attacks may be further modified by Race (such as elves +1 with long or short swords), any Magic and any relevant bonus from Rear/Surprise attack.
I do note in some games I have played that short swords are included or even dual-clubs (as otherwise clerics couldn't ever dual wield) and a single attack from two preloaded hand-held crossbows.
Though what is good for the goose (gnome) is also good for the gander (goblin).
Don't need to ask if it applies to quad-wielding four armed skeletons mind.
