Actually, Shoyebe doesn't want his corporation involved; it would weaken his promotion position. Giving him a short time frame allows him time to verify Angelo's reputation but puts pressure on him to decide. The pressure isn't false, the faster he agrees the better off he is. He'll have to make the transport arrangements for Kiko, but he's from there and a humanitarian mission is hard to for a bureaucrat to decline.
As a Broker, Angelo is dealing with a set price sale. However, he's making it very easy and very good for Shoyebe. Not too easy, Shoyebe needs to transport the child, and will have to work within his corporation to realize the profits. However, that's the reputation he has so it's not a stretch to think that he's willing to do it again and won't turn down a prime opportunity. From Shoyebe's perspective, the deal really is that good. One less obligation, he makes some cash, and promotion is probably in the bag. There is no trick Angelo is playing; it's a fair deal. Which is Angelo's reputation. Big deals, powerful, but still fair.
Keep in mind that Angelo isn't hitting this cold; he's heard about Shoyebe, he's more like Shoyee than he'd care to admit in public, and he's interacted with Becka. Angelo has a reputation of interesting deals done fairly and he has a marketable product worth serious money to the right player. If he was connected to a large corporation he'd keep the data himself and make millions just in bonuses. He can also talk with Becka's parents, but time is limited for him as well. He's already reviewed Shoyebe's public bio, and gotten his Broker insights.
The rolls would be something like:
1. Streetwise-1 plus Int-1 To contact him, but that's pretty easy to get his communications info.
2. Persuade-3 plus Edu-1 To introduce the deal in one solid breath.
4. Broker-4 plus Edu-1 To phrase the deal clearly so that Shoyebe sees how it is a win for him.
I'm not sure if you're up for giving Angelo the edge because of his inside knowledge, and you know how much I dislike the roller. However, this is a pretty big play for the game. Well, it doesn't really change the universe, but it's something Angelo wants to happen and he's applying his best to the job.
