I'm assuming that Frank can't see the large group approaching from the right, so he would be focused on those on the left, particularly as that's the entrance to the delegates area.

He is aware of both groups (see below).
The VIP area is accessed via the doors North of Jakob's position and North of Frank's position on the map.
Bit of "cross threading" here but Frank was a victim of orientation in the IC thread (logically he could only have been facing South). He is aware of both the east and west groups of insurgents. However, as per the map, he only has a clear line of sight to those coming from the East (Prerna/Erica/Jakob partially block the view West).

Humorously, I can't tell right from left without thinking about it. The only reason I caught it on the map was that you mentioned "right" and it was on my primary hand, my left.

With the new data I think I would have Frank ask Liv to check the delegates area to the North while he worries about the insurgents to the east.
From you description of movement/attack allowed, am I right that Frank cannot move and attack. In which case he will fire at the group to the east. This situation seems the exact reason you would use rapid fire, particularly with a gauss rifle? Particularly, as he is near his room with all his ammo.
I'll post IC.

Covering fire is 3 actions
Walk 1 square: 2 actions (3 if diagonal)
Trot 1 square: 1 action (1.5 if diagonal)
So you can move(3) and snapshot or move(3) and cover.

That's where I think Morale plays a more important role than Dex. A scared person will hide, or try to act quickly and then hide. Fear triggers a loss of fine motor skills. An experienced military combatant knows they could die at any time. The faster they can apply disciplined fire onto the enemy, the more chance they have of not dying at this moment. Training under pressure helps.

It takes a full round during which you count as evading -1 to be hit - could be useful!

I can see this in that the physical act takes seconds but the looking for an opportunity to time that action would be the issue in a dynamic environment.
Alternatively Prerna can go to fisticuffs: 8+ To Hit
or
Parry/Dodge: opposed roll add your Dex bonus of +2 (in your case).

IRL, a mag change takes about three seconds - Tap, Rack, Bang. Drop the mag, grab the next mag out of the pouch, where it's correctly oriented, tap it into the mag well, rack the slide, and fire.
