Maddox will be the first to go (STR 8 / DEX 10). Taking the rope with him and a pry bar if one is available, he will head up to the conning tower and then make the climb up the ladder.

Agrees that Maddox should be the first. Let's tie a rope around you waist in case you fall in the drink, once your up others can use it for safety as well. Ringar offers a rope, recovered from the cargo hold.

The sea is moderately rough, but not too bad. You should be able to manage getting up to the ladder.
Maddox, your Str and Dex stats allow you to get up the ladder! No need to roll.
Giotto, roll 2d6 vs. Dex.
Ringar and Jrec will be be able to climb up.
But... you still have to get the hatch open. It is indeed locked.

Chiree may need a bit of help getting up the rope (Str. 3, Dex. 4), but he is small, lightweight and the ability to cloud men's minds ("invisibility"). I can try to climb the rope, but I am not strong. I will stay seen, so the crew knows I am off the ship. I hope my siblings are still alive.
If one of you offers, he could ride on your back up the rope, and then climb up the ladder on his own. Or, you can try another way.

Maddox inserts the pry bar into the hatch's wheel and wrenchs it with all his might.

With his native abilities, Maddox is able to get up the ladder to the hatch. He tries to open it, but his first attempt fails. The lock holding the hatch closed is sturdy, but with a more carefully aimed whack, the lock breaks, and he is able to get it open.
Ringer, with Chiree on his back, and Jrec will able to get up the ladder.
But Giotto slips and almost falls into the cold water. Only with some quick thinking is he able to regain his balance and stays dry. A conning tower, rocking around with the movement of the waves does not provide the best footing.

It is difficult to see much, as it only dimly lit with safety lights.

Maddox will continue climbing the ladder till he can get to a landing where he can help the others.

Jrec's experience as a marine serves him well in this awkward, narrow spot. (Str:A, Dex:B). He finds a handhold and helps others go on past him. If needed he waits on the conning tower until everybody else climbs up, then starts to pass up equipment and weapons, including a cold-light lantern.
