Copying a spell costs 75gp in materials to craft appropriate ink per spell level. There's no roll needed, the materials are easy to come by, and any MU or elf can do it. It just costs.

Does this also apply to scroll creation or does that fall under the "Magic Item Creation" rules in the LL book?

I agree wholeheartedly. It was a ballsy move going into the chasm (twice!), especially after you already knew there were enemies afoot. That was like 5k worth of experience just from the effort.
