It definitely says you need the proficiency to attack. There's a rule clarification about this on the boards:
By virtue of the Adventuring proficiency, all characters are considered to be capable "trail riders", e.g., they know how to stay on a horse for a day's riding. (As someone who owns two horses and is *not* a capable trail rider, allow me to assure you that simply staying on a horse for a few hours is an incredible feat that involves major swelling and bruises!)
Riding proficiency represents the skill level of a steeplechaser, fox hunter, event jumper, etc. Put another way, if you think of Riding as the ancient equivalent of driving a car, Riding proficiency is the equivalent of someone who drives for a living - a taxi driver negotiating crazy NY streets for example, or a NASCAR driver. You need Riding proficiency to ride in combat.
To answer your specific questions:A character can cast while mounted provided the mount is stationary and not engaged (= within 5' of an enemy).
Whether a specific instance of movement of some third-party transport counts as jostling is going to depend on the Judge's discretion. Examples:1) The mage is stationary, standing on Earth, moving around the sun: Stationary! (heh)2) The mage is stationary, standing on a war galley, moving across the water: Stationary3) The mage is stationary, sitting in a kayak hurtling through white water: Not Stationary4) The mage is stationary, sitting on the back of a moving horse: Not Stationary5) The mage is stationary, sitting on a flying carpet hovering in the sky: Stationary6) The mage is stationary, sitting on a flying carpet racing through the sky at full speed: Not Stationary7) The mage is stationary, sitting on a flying carpet slowly drifting through the sky: ... Could go either way. How fast is the wind? Is the carpet being shot at? etc.

Salt can be used to preserve food, yup...

For game purposes, the simplest way would take about an hour, and you can turn any meat (which you can get from hunting, etc) into half as many days of iron rations. They also claim to have barrels of salted fish (thou th you don't see any barrels). You would need a pound of salt to convert 20 pounds of meat into a Weeks worth of irom rations this way (your iron rations include some salt meat, but also other things, like smoked or brined meat, hard biscuits, etc)

Hrmmm, lets say a day's worth of fresh food can normally move the clock up by 7 days, so you can split it up among many people to give them their daily ration of fresh food, or you can heal a few of the resulting malnutrition. Once full blown scurvy sets in, treating it goes in weeks. Theoretically, if you all forage and share, you can probably stave it off indefinitely, but that would be supplementing iron rations, not replacing them.
