Your characters

#1 Post by Rukellian »

Go ahead and post your characters here. Like I've said in other threads, make sure to keep all questions in the questions and suggestions thread, otherwise known as the OOC/Rants and Raves thread. You guys will be keeping track of everything about your character, the fortune points, the damage records, and other important information. You will not have a traditional coin and inventory system like other game systems, so make sure you have everything organized in a neat fashion, doesn't have to be structured in any particular way, unless... you guys want a template to go off of. In that case, I could go out of my way to find something like tooley's ;)
Even a child that receives one bit of praise has the ability to excel in a single talent, and those who receive regular encouragement can feel confidence, achieve success, and become leading members of society. Because they don’t believe they are worthless, they don’t need to raise a fist and have vengeance against fate or the world at large… ~Inspector Lunge

HISTORY:
Permafrost

Elsa is the first born daughter of King and Queen Arendel. Rulers of a small island nation near the Kara Sea of Northern Russia.
Generations ago, the nation founded by her great ancestors was found to be rich in a substance known as Vibranium, which was most likely deposited in the soil from a meteorite detonation above northern Russia, thousands of years ago.
Elsa was born into the wealth of her small nation and at the young age of 11 her "curse" rose to the surface. Absorbing radiation from a small amount of vibranium she'd ingested as an infant, she began manifesting the one element Arendel had in surplus. Snow.
She could fill a room with snow in seconds. Cause ice to cover the floors and walls of her castle home with but a thought. She and her younger sister, Anna, kept Elsa's "magic" a secret but when she accidentally hurt Anna, she had to tell her parents the truth.
Her parents insisted on Elsa hiding her power and never using it again, for fear of public outcry and danger to those around her.
Anna recovered from the accident but Elsa didn't use her "Magic" for the next 5 years.
At age 16, her parents were killed in a boating accident and a regent took control of affairs of state until Elsa came of age.
Fearing that her power was growing uncontrollable, Elsa closed the castle home to any and all visitors.
When she turned 18 and she was to be coronated into queenship, her powers began to manifest on their own and out of her control.
She fled the island, leaving her sister Anna to rule in her place and isolated herself for 2 years. In her isolation, Elsa discovered her powers only became unstable when she refused to use them. Like a battery over charging. In these 2 years she discovered what she was truly capable of as she no longer feared the storm stirring inside of her.
She has left her birthright in the capable hands of her sister and is still letting go of her fears as she grows in power and explores the world she hid from for so long.
(In case anyone thinks I'm clever, I'm not. This is damn near ALL plagerism. ;) )

S.C.A.M.P. (Simulated Canine Autonomous Mental Probe)
Origin: Robot

Primary Traits
Melee: 20
Coordination: 40
Brawn: 30
Fortitude: 30
Intellect: 20
Awareness: 40
Willpower: 50

Secondary Traits
Damage: 120/120

Powers
Telepathy: 10
Mind Control: 6
Superspeed: 10 (Run 8 sectors/turn)
Super Leap: 20 (Leap 5 sectors/turn)
Supersense (Smell): 40

Origin
S.C.A.M.P. was developed by the Department of Homeland Security (DHS) as the next generation in the wars against terrorism and illegal narcotics. It was built not only to smell bombs and drugs with incredible skill but also to read minds. S.C.A.M.P. knows if you’re carrying drugs. Or if you’re thinking about carrying drugs. Or if you’d like to do drugs. Or if you ever did drugs. S.C.A.M.P.’s (removable, expandable) memory units are admissible as evidence in forty-seven states.

Shortly after initial deployment in the field, the robotic dog achieved sentience. As a side effect of its psychic ability—or as DHS put it, “due to a spontaneous psi-associated undocumented feature outside original design specifications”—S.C.A.M.P. can also control minds. It is prone to using this power to make humans bring it treats. No one knows why DHS programmed a robotic dog to eat treats.

Because DHS did not plan on a robotic dog needing to speak, S.C.A.M.P.’s dog mouth is incapable of forming most human words. Thus, despite S.C.A.M.P.’s exceptional intelligence, its spoken vocabulary is extremely limited. Its primary means of communication is telepathic.

Description
S.C.A.M.P. resembles a large chocolate Labrador Retriever. Its Plastimetal™ structure is wrapped in a TuffSkin™ coat covered with FauxFurr.™

When DHS developed S.C.A.M.P., the agency was in the midst of a campaign to improve public relations. It designed the robotic dog to look lifelike and friendly, and planned to introduce it with the slogan, “National Security’s Best Friend.”

Contacts
Maurice Feldon: One of North America's Polytechnic Institute's most notable recent graduates. His thesis won the National Inventor's Prize in mechanical engineering while still only in his early 20's. Maurice turned down a number of lucrative research jobs to work on a top-secret project, which many speculated must have had something to do with his much-loved field of robotics. Despite his devotion to his research, Maurice liked to get out of the lab when he could, spending time with his adopted pet dog named Scamp. Among his many hobbies he included a bit of amateur sleuthing, and he especially liked to dig into science- and technology-based villainy.

Now at the age of 70, he has finished his federally funded robotics research, culminating in the S.C.A.M.P. project, a name in honor of his faithful companion in his early years in this world.

Professor Perryton
The Professor is not a hero or adventurer. He’s a run-of-the-mill academic engaged in on-site research of occult and paranormal phenomenon. It’s not his fault that sometimes his research activities involve saving the world. Because really, where would his research be published if the world ended?

During the long years of his career, he has picked up a number of unusual skills and trinkets, such as a charmed pair of eyeglasses that never smudge or fog over.

Re: Your characters: Flicker

#5 Post by Kipling »

The scion of an arms manufacturing company, the family lost control of the company while Steve Sanderson was in Afghanistan. Steve came back wanting to help people instead of hurt them. He enrolled in engineering, and as an engineering student, Sanderson got involved with a project to build a truly advanced individual rescue unit. It shrinks, so the operator can get into small spaces; it's strong and durable. It can teleport back (assuming that a target disc has been laid down). It's red for the sign of the Red Cross and black because that's what color the pieces were. (Eventually, in production, they'd be white. This is a prototype.)

Background: Sanderson's family had controlling interest in Rook Industries, an arms company. For generations, they had been exempt from military service, but Steve Sanderson was a late baby and his father wanted him to see something of the world before he took over. So Steve enlisted and became a bomb technician in Afghanistan.

When he came back, he enrolled in school: he wanted to help people. After all, that had been half of their mission in Afghanistan. With team-mates from college, they built the IRES: tHe Individual Rescue and Evacuation Suit. As the most physically fit of them, Steve learned and wore the suit.

But before they could move out of the prototype stage, two things happened. First, because of some work by his new (and now ex) stepmother, Steve's family lost control of the company. Oh, his father and he have a large voting bloc--45%--but not a majority.

Second, most of his engineering team was killed in a series of "accidents." Sanderson suspects the new controllers of the company, but can't prove it. What he has left is the rescue suit and the money that comes oef being a part owner. He trusts only Professor Cortez, who was an unofficial consultant on the project, and Lt. Gallishaw, who was his commanding officer over in Afghanistan.

Steve is sure those two events are connected.

Steve is something of a magnet for bad luck (or so it seems to him). The prototype suit looks scary and even though the gun only fire teleportation target discs, everyone assumes it's a weapon.

Astoundingly Wealthy
Teleportation: 40 [lift up to 10 tons]

Background: Aether or known as Maximillian Arikas is the heir to Arikas
Shipping, a worldwide conglomerate of air, sea, and freight transportation
and shipping. His father's family moved from Greece to NYC at the beginning
of the war to evade the Nazis and continued as well as grew the family business
to a multi billion dollar company. Max grew up pampered and he was sent to the
best boarding schools in Europe until he was accepted to Harvard.
During the summers he was in high school, he worked in the corporate offices
in Manhattan, a giant skyscraper on 5th Avenue.
He would enjoy many evenings watching the sun set from the roof top.
During the summer after high school, prior to college, was his eighteenth birthday.
He has plans to go out for dinner with his parents and then off to party with his friends.
He decided to go roof top for a few minutes before dinner.
As he was soaking in the warm summer dusk and warm breezes, he heard an explosion
down below and the fire alarm was going off.
He leaned over the edge and saw a helicopter firing on an office down below.
He realized it was his father's office.
The helicopter was about to fire again when he screamed, "NOOOOOO !"
Something inside of him snapped and felt the warm air around him listening to him,
buffeting the helicopter. The helicopter veered off for a few moments.
He ran down the stairs, barely able to ignore the bleating of the fire alarm.
Smoke was everywhere. While he couldn't see, he seemingly didn't have an issue
breathing.
"DAD !" he yelled out.
He heard coughing from under a topped filing cabinet.
"Here..." he heard a weak voice.
Max ran over and saw his dad almost crushed by a broken and twisted filing cabinet.
Blood was everywhere.
"You're gonna be fine, dad," Max said.
He knew his father was in bad shape and needed to help him.
He pushed on the filing cabinet and it wouldn't budge.
He pushed again and tapped into that deep place he felt earlier.
He pushed again and the cabinet began to wobble and somehow move.
"C'mon Dad," Max said as the older man half dragged and half pulled himself out.
As the elder Arikas' broken leg and foot were clear, Ari lost his grip and the filing cabinet
fell down and through the floor below.
They both looked at each other and a moment later, more gun fire rang out.
Ari ran over to his dad as bullets went flying everywhere.
Ari cradled his dad and bullets tore through the carpet, what was left of his father's desk,
and his father's eyes went wide when the bullets bounced away from them.
There was a whoosing sound as a missile was launched from the helicopter.
"oh no !" Max's dad whispered as he saw the end coming.
Max turned around and saw their doom.
The world turned upside down...
As the smoke cleared, Max and his father were in the lobby of the building, 30 stories below.
Max smiled and then passed out.
Max woke up in a white room, which he did not recognize.
His father was nearby and he gave his son a sad smile.
"Hello Max, thank you," he said.
"I have to share a family secret with you," he began to share as he held Max's hand.
Max noticed that his dad was standing and seemingly unhurt.
"While we are Jews, we are also Greek. We have the blood of gods in our veins.
Truly," he sighed, the weight of the secret rolling off of him. "In every generation and it has
been known to skip one or two, one of the males exhibits abilities. Such as," he said as he
took a scalpel from a nearby stand and cut his left hand.
Max sat up quickly as he watched the blood pool and then slow as the gash in his father's
hand began to slowly mend itself. "Though when my body is overtaxed, it takes longer, such
as what happened three days ago." He shared.
"You, my son, are the strongest Arikas that has been seen in a millenia," he says with a proud
smile. "You formed a shield of some sort to block the bullets, you moved the filing cabinet with your
mind or some sort of super strength, and you teleported us 30 stories to the lobby before you passed out.
Most impressive."
Max was amazed. The blood of the gods in him. Super powers. "Awesome" he exhaled and then fell back to sleep.
Over the next few months, he deferred admission to Harvard to study his own abilities. He did extensive
research in to greek mythology. He discovered that he had the ability, like his father, to heal rapidly. Like the
Greek God of Air, Aelous, he could control the winds. He could move things by changing the wind currents or
generating waves of air. He could harden the air to shield himself as he did when the helicopter fired on him and
his father. He could displace air and teleport from place to place. To honor his Greek heritage, he decided on
Aether as his "hero" name.

Description: Max is a good looking guy. 5'9" and 165 lbs. He is lean and wears expensive clothing.
Shoulder length black hair and bright blue eyes. He has no facial hair and wears no jewelery. He has not
picked a superhero costume as of yet.

Re: Your characters

#7 Post by MonkeyWrench »

I made this while at work over the course of several days when time allowed using the 4C guide, if anything seems out of place or needs to be change let me know and I can see what needs to get changed.

Name: Doesn't Remember
Alias Name: The Raven

Type: Changed Human

Primary Traits
Melee: 40
Coordination: 40
Brawn: 30
Fortitude: 40
Intellect: 10
Awareness: 50
Willpower: 40

Secondary Traits
Damage: 150
Fortune: 100
Lifestyle: 10
Repute: 6

Skills:
Remain Unseen
Observation

Powers
Extra Body Parts(Black "ravens" Wings): 10
Mind Control: 30
-A target of Mind Control must be
within visual range of the character
and must possess a Willpower Rank
Value less than the Rank Value of
this power or the character’s
Willpower, whichever is greater.
-roll d% on the Master Table using the
Rank Value of this power or the
character’s Willpower +10, whichever is
greater. If the result is black the
mind control attempt fails. If the
result is red or greater the target is
controlled until the character releases
the targeted character or the target
is ordered to do something out of the
ordinary (such as injure a companion)
at which point the target rolls d% on
the Master Table using the Rank Value
of the target character’s Willpower.
A result of red or greater is needed
to break free of the mind control.
Teleportation: 40
-The character may teleport a number
of sectors equal to the Rank Value of
this power in a single turn.
Teleporting requires the player to
roll d% on the Master Table using the
Rank Value of this power. A result of
black means the character arrives
dazed at the destination sector and
must spend the next turn recovering
(the character may take no actions
that turn). If the character is
unfamiliar with – or cannot see – the
destination sector and teleports into
a solid object – which can include
the ground – the player must roll d%
on the Master Table using the Rank
Value of the character’s Fortitude.
A result of black immediately bounces
the character back to the starting
sector where the character is dazed
and must spend 1-10 turns recovering
Flight(From Wings): 10

FORTUNE POINT CURRENCY: 50

Background:
Woke up in darkness, the floor was cold and the air was stale. After stumbling around and finding an object on the wall his hand slipped and it moved, it seemed that it was a light switch and the entire room was illuminated, he scanned the room and saw what looked like giant containers and tubes, shattered and bodies littered the ground, those that looked like normal people and those that looked like mutations. He stumbled through the hallways, the air was stale and stank of death, until he found a room that was probably a restroom, after finding the light switch he took a look in the mirror and what he saw shocked him. He saw a tallish, slender but solidly built, man. Gray eyes and black hair that extended halfway to his shoulders, but what shocked him the most were the big black wings that protruded from his back, he began to extend and retract them, getting a feel for them, flapping them slowly and causing himself to lift off the ground momentarily.

After scrounging the different rooms for some clothes he was able to find some pants and a shirt, he was able to find a long and think trench coat that hid his wings and, after finding the exit, stumbled outside into the night. He spent several days in the woods, eating what vegetation he could find and trying to piece together what had happened, he couldn't remember anything, nothing of what happened came to him except shattered memories that hurt whenever he drudged them up, he could not remember his name or anything about himself. He eventually came across a street, possibly in a park of some kind, he wasn't sure how he knew the names to these places, and saw several black birds in the trees, as he sat against a a tree, staring that these birds, a child came up with her mother, she had a sandwich in her hand and upon seeing him she began to walk over, her mother urged her to stop but she kept going.

"what some sandwich Mister?"

He looked at the young girl and accepted half of her sandwich, he took a bite and loved it, he began to devour the sandwich until it was gone. He looked at the girl again and with hoarse words that he did not know he knew he said "Thank you"

The little girl gave him a bright smile that tugged at his own face and made him want to smile, she looked up to the trees, "Looking at the ravens?"

The man looked at the birds again, "ravens?", "Yeah, the black birds. They're ravens" she replied, she then looked down at him, "What's your name? I'm Heather!", He looked at her for a moment before replying, "I don't know, The Raven sounds good though."

Description: Tall, Slender but solidly built, broad shoulders. Black hair that extends halfway down towards his shoulders. He has Grey eyes.

Still in the works but here is what I have so far.

Name: Blake Hayes
Alias Name: Hot Streak

Type: Mutant
Age: 30

Primary Traits:
Melee: 40 Low superhuman
Coordination: 20 Exceptional human
Brawn: 10 Above-average human
Fortitude: 30 Maximum human limit
Intellect: 40 Low superhuman

Fortune: 52
Lifestyle: 55

Skills:
Arson

Powers:
Contaminant Resistance: 6
Superspeed: 40
Fire Control: 20

Description: About 6' tall with dark brown hair cut short, lean build, hazel eyes, and a goatee beard.

Backstory: I was a hero, on a team of supers. We had a good running history, but on the day of our big win, they day we caught one of the worst villains, my team was just going to give him to the justice system. I knew that would be too light a sentencing on a vile being such as this. I expressed this open to the team, they thought my views of justice and exacting it was too harsh, too extreme. So I went to the villain and was about to exact my justice upon him, the others did not like that, and tried to stop me, they attacked me and worst yet they BETRAYED ME! This betrayal sparked a great hatred in me for supers and the pathetic people I once tried to protect. They managed to subdue me, and I was being sent off to a prison for criminals with powers, unbeknownst to my old team there was some sort of an accident when I was being transported. Something hit the boat I was being transported in, something big wrecked a good portion of the ship. Most of the crew and a good number of the other transportees were killed. I survived, somehow, and started to plot and plan. I needed to change things I needed to wipe the current justice system out and form my own, I needed to put a stop to the supers and aid the weak humans in their self destructive ways. I also needed to exact revenge on those who betrayed me I have to get back at them for what they have done. I need to show them all my ways of justice are right, they are WRONG! I have located one of my old teammates he now calls himself RAVEN.

Description: Short Violet hair with a very messy look to it, as if someone just took a towel and went crazy on his head and left it, He has an attractive, clean shaven, face, and his eyes are a bright yellow, he stands around 5' 7" and has an athletic build, not bulky in muscle but more fit as a runner. He normally has a wide grin on his face and will often listen and speak to voices that no one else hears.
Background: Somewhere deep in northern Europe there was a research facility with ties to the infamous Rook Corporation, Officially they did not exist and thus had no name other than “The Facility”. This place dealt in many research products, Biological and Chemical warfare, Weapons, Poisons/ Medicines, and of course Genetic Manipulation. The darker the projects the deeper underground they were stored. On the lowest level of the facility was the Genetic Manipulation X projects, while the face of it was stem cell research the X projects were the hidden secrets, human testing with unknown chemicals and materials.

Among the many different X projects there was one which was nearing a canceled status, the goal being to create a type of super soldier that specified in scouting, infiltration, and assassination. The process being to bring in the test subject, labeled EX100334502-EFR, and injecting them with a newly found and possibly alien material that once hitting oxygen it dissolves into a vapor, seeping into any creature, man or animal, that it comes into contact with. The different tests done to animals had shown a camouflage aspect to them which would work wonderfully with their main goal.

Upon starting the testing of subject EX100334502-EFR something went terribly wrong, the vapor poured out into the concealment room, the doors and windows were shut to not allow any of the vapor to escape, heavy metal blast shutters, yet due to the precautions the screams of test subject EX100334502-EFR could be heard. His inhuman screams of torment lasted for what seemed hours as the vapor permeated the room, but eventually it quieted down and the blast shutters were opened and as the scientists checked to see if their testing had succeeded they heard a soft laughter coming from the test subject.

The Scientists later nicknamed the project “The Laughing Genocide” as any attempt to send any crew into the room resulted in their immediate deaths, the subject moving at high speeds and cloaking himself, ripping the people apart, laughing as he did it. It got to a point where no one would dare enter the room and the project was delayed and eventually put on the slot for cancelation, an utter failure. The only person willing to make contact was a new scientist that was brought in to the project later on. She was an attractive woman that seemed too dedicated to her work, forsaking any type of social life in her pursuit of furthering the project, she took the nearing cancelation devastatingly, using what time she had left to speak to the test subject through the speaker system built into the chamber, she called him Victor, and she was the only person he would speak to. He usually spoke to her in riddles and rhymes, almost delighting in the fact that she would spend time trying to figure out what he was talking about.

As the order to cancel the project was given something happened, no evidence of tampering was ever found but the sealed chamber entrance labeled “Subject EX100334502-EFR” hissed open and what happened then was what could only be described as a slaughter, Victor sped through the halls, ripping guard and scientist apart with equal ease, the halls echoing the screams of the people and the dark demented laughter, anyone that was not able to hide was quickly slaughtered as he made his way through the different levels, releasing any other unspeakable monstrosities and test subjects that he could, them helping to essentially take over the facility.

The facility members made one last stand, any chance of escape being gone within the first hour of the breach, they holed themselves into the central administration office, barring the doors and huddling in the corners, most of them being scientists and a few guards that were able to round the survivors up, they crouched in the darkness, trying to be as quiet as possible as the occasional scream came through the doors by some creature they had created or some survivor that was found hiding. They waited for hours, until all the sounds died down and it seemed that the worst of it was over, until they heard the laughing, a simple giggle that faintly travelled through the halls but being enough to freeze the blood in their veins.
They stayed there, frozen by fear, straining their ears for that laughter. After a moment they heard a clicking noise, like someone wearing high heels and walking down the hallway.

“Click, click, click, click, click”

The noise seemed to walk towards them, stopping at the door. The people hiding inside panicking out of their minds and almost curious as to what that sound could be. Suddenly the door started being wailed on, large dents being made, the bars holding the door breaking in places and bending. The people started screaming and crying, not wanting their lives to end like this. The pounding went on for a few moments until the door bent inwards, a crack through the middle revealing the dark hallway, it was silent for a few moments, the survivors almost praying to whatever gods they believed in that they had been spared, that was until from the hallway a bright yellow eye could be seen peering through the crack, that same small laughter coming from it.

With a few more strikes the doors bent down and cracked, breaking onto the ground in giant bent pieces. Facing in the room was the Psychotic test subject, standing there and simply smiling a sickening white smile as his yellow eyes searched between the survivors, to his side was none other than the young scientist, Cersei. She causally walked in and addressed the people,

”Look at you all, cowering in fear. This is a pathetic sight for sure…”

One of the guards, either being brave or foolish brought a gun up and leveled it at her, before he could even put his finger on the trigger he was staring at his own heart, that mad giggling coming from Victor, suddenly directly in front of him and holding the man’s heart in his hand. The guard fell to the ground and the survivors screamed, some were so petrified with fear that they couldn’t even open their mouths or even look away. Victor took the moment to simply giggle and clap with blood soaked hands, speaking to the rest of them in his mad banter,

”Well well, what have we here?
Tasty morsels? How I should cheer!
I have killed those that owned us,
And freed those that cried out thus…
So tell me tasty morsels, shall I end you?
Paint the walls red and floors blue? Heheheh”

The people immediately started begging for their lives, promising to give him anything he wanted if only he would let him live, Victor looked up in thought, his finger tapping his chin, his game at rhyming done,

”What? But why would I do that?..... I don’t think they would do that… Well no, I haven’t asked them, wouldn’t you know if I did?...... Well I guess so, it couldn’t hurt I suppose…”

He looks back down to the cowering survivors, speaking out, ”Well, Everyone that survives here will now be working under a new management!... Me! Hahaha! Should anyone refuse they will die on the spot!”

He walks over to Cersei as she stands in the middle of the doorway, watching everything, Victor drapes an arm around her, ”I shall leave my most trusted friend In charge to run the day to day affairs of course, I am told I am terrible at management Heheh.

Without any hesitation the people signed on one by one, the stragglers being killed for hesitating. After a few months of messing around, killing the other abominations because he was bored while the rest of the staff repaired the place under Cersei’s leadership, Victor left the facility, leaving Cersei in charge with a guard of abominations to keep the people in line as they recruited more people, cleaned the gore filled levels, and went back to work. One of the things Victor took was a phone with Cersei’s number added to it.

Victor headed towards the island of super heroes…..

Cowboy (villain) ... and The Eye (Cyber Terrorist Organization)
Console Cowboy.jpg
Console Cowboy.jpg (115.9 KiB) Viewed 3323 times
Origin:
Technologically Enhanced (+20 to Intellect and Lifestyle)

Primary Traits:
Melee: 50 (Interesting....)
Coordination: 20
Brawn: 10
Fortitude: 20
Intellect: 10+20 --> 30
Awareness: 30
Willpower: 30

Secondary Traits:
Damage: 100
Fortune: 90
Lifestyle: 89+20 --> 109 (the equivalent of having the resources of a super power nation, interesting...)
Repute: 10

Powers:
Unique Mind/Body Control

Skills/Contacts/Henchmen:
Hacking
Demolitions
World-wide cyber terrorist organization
ORIGINAL CONCEPT:
The idea that I had was something like this: the boy lives in a storage unit full of computer equipment and connects his brain directly to the WWW like any other console cowboy. So he makes random calls and when someone answers, he can make an attack that places the target's conscious mind into a sleep state and allows the boy to transfer his consciousness into the target. While in the target, the boy's body is in a coma-like state, but the boy has complete control of the new body and access to the owner's knowledge/memory. To an outside observer, the target might seem to be having an 'off day', but is otherwise able to do his job.

At any time, the boy can pick up a phone and instantly jump back to his own body, waking up in the storage unit. If the target is killed, then the boy returns to his own body but is wounded and needs to rest and recover before he can safely use his power again.

If his real body is killed (while he is in it or not), then he dies.

His 'villainy' would work something like this ...
Being a teen, he hates authority and is resentful of the world ... everything is somebody's fault. So he has the power to inflict his wrath upon anyone and anything that pisses him off. And people mostly piss him off ... bunch of hypocrites. He is a terrorist, pure and simple.

So an idea for an attack is the police might sweep the streets and roust him along with a lot of other street kids. So he calls a local police station and takes over whoever answers. Then, still on the phone, he draws his service weapon and starts shooting all of the other police in the room, jumping back into his own body if he gets shot or after he kills all the cops in the room.

Eventually, he will probably experiment with remaining in the bodies longer and seeing what he can do.

Some other general thoughts (less developed):
He is friends with an AI computer
He will steal explosives, build bombs and control suicide bombers ... relying on the expertise of the people he controls.
He will begin hacking into TV broadcasts, displaying a signature eye in a triangle, and talk in a computer generated voice in the plural ... 'We are the all seeing eye, we are everywhere, we are unstoppable' ... sort of stuff.

So, is it possible under the rules?
... Let's see if I finally have a handle on this superhero background thing:

McCullough Family and AgriTech
AgriTech Food Conglomerate controls 2.8% ($108 billion) of the $3.8 trillion world agriculture production and generates $27 billion per year in annual profits for its stockholders. The McCullough family controls 30% of AgriTech and receives approximately $8 billion per year in dividends. While a major stock holder, they are not the majority stockholder and exert no direct control over the company or its operations. As a silent partner, AgriTech is managed by others and the McCullough Estate is managed by accountants and family lawyers.

Twenty Years Ago
Louis McCullough hated the mutants and super-humans that had slowly begun to dominate the world, so he joined forces with like minded industrialists to create a generation of perfect human beings ... a force to counterbalance the influence of the supers by any means necessary. It started with a massive eugenics program employing AgriTech patented gene sequencing techniques commonly used to improve cattle populations. William McCullough was one soldier in this army of super men.

A Decade Ago
Young William was born with average human Brawn and Intelligence, and above average Coordination, Fortitude, Awareness and Willpower, but William's talent really began to shine when martial arts training quickly revealed that his innate aptitude for Melee was near human maximums. As thirteen year old William entered the second phase of the eugenics program, he was implanted with a military prototype combat optical central nervous system that placed neural receptors in the brain, converting electrical signals in the brain to light signals that could travel faster to actuators implanted in muscles. William's Brawn and Intelligence were raised to above average, Coordination and Fortitude were raised to exceptional, Awareness and Willpower were raised to near human maximum, and his Melee skill was raised to low superhuman levels. Around this time, the eugenics plot was discovered and law enforcement officials attempted to arrest the members for illegal human experimentation - William's parents were killed in a shootout with the police.

Five Years Ago
William escaped in the confusion and became immersed in the subculture of the streets, eventually stumbling across the cyber culture and 'wetware' (computer augmentations to the human brain). With access to the family revenue stream, William was able to obtain experimental State of the Art Liquid Crystal Matrix cyber enhancements to his brain ... systems which had never been either tested or intended to be combined with the Enhanced Combat Neurological Implants already in his body. The results were dramatic. William's Brawn remained above average, Coordination and Fortitude remained exceptional, Intellect joined Awareness and Willpower at near human maximum, and his Melee skill was raised to true superhuman levels ... but the most amazing transformation of all, William gained the low superhuman ability to control both the body and access the memories of other human beings.

Today
With his new found ability, Cowboy (as he now called himself) has grown to lead a hacker legion known as "The Eye", and has grown in personal wealth and power until he controls the resources of a superpower nation ... a secret nation ... an underground nation ... a nation that lives in the shadows.

... a nation that has awakened and started to flex its muscles.
