Okay, here is where I am up to:
Name: Finn O’Leary
Background: Irish-American in his mid-twenties. His parents were immigrants, but he was born and raised in New York.
Dark secret: Family Secret (happy for the GM to define this, and then have it gradually revealed during play).
Disadvantages: Rationalist, Repressed Memories

1) What types of crimes are the prisoners in your cell block primarily guilty of?
The prisoners are career criminals - thieves, thugs, bootleggers, a few who have been convicted of murder.
2) Are you in the "new" section of the prison, or the "old" section?
Old section.
3) There is a fairly extensive black market in the prison. It can provide a good side income. How are you involved?
Finn is happy to turn a blind eye to the clandestine activities, in exchange for some cash on the side.
4) A few powerful gangsters have been convicted of crimes, and in exchange for liberally greasing the guards' pockets, they enjoy a number of perks, making their prison time almost like a vacation. Do you have anyone like this in your cell block? What is your relationship with them like?
The cellblock is controlled by Mickey “Blue Shoes” Moore, an Irish-American gangster associated with the notorious “White Hand Gang”. Mickey used their shared Irish heritage to place the young guard squarely in his pocket, and Finn in turn is quite happy to rely on Mickey’s dominance over the cell block to keep the other inmates in line.
5) What kind of work do you supervise during the day (this can be in one or the prison workshops, or maybe you supervise construction crews, or labor in one of the other institutions on the island... hospital orderlies, maybe?) Or have those in your care been restricted from work because they are too difficult to handle?
Finn spends his days overseeing the inmates' activities in the prison workshops.
6) How did you impress the new Warden, Anthony Seymour, so that he elevated you to guard captain?
Finn largely owes his rapid rise to Mickey Blue Shoes, who incited his underlings to riot, and then had them back down when challenged by Finn. To the new Warden, it looked like a guard who had an uncanny ability to control his charges, but to Mickey it was the perfect way to gain even more influence within the prison.
7) The prison is extremely crowded, and the Warden has been cracking down, trying to squash a violent and rebellious feeling among some inmates. Increased beatings and other rough treatment have kept a lid on things, but a several inmates have died. How do you feel about that? How have you been involved?
Finn has been somewhat immune to this, as Mickey is able to suppress much of the unrest within the cell block. On a few occasions however, tempers have flared, and Finn has looked on while his men beat some of Mickey’s boys to death - his failure to call off the guards has led to some tense words with Mickey, and the relationship between the pair is becoming more strained.
Relationships
Level 0 - lets make this Mickey Blue Shoes. Their relationship is currently still mutually beneficial, and Finn knows that without Mickey’s favour, his job will be a lot more difficult.
Level 1 - one of the other guards in the prison (Tommy Meehan) is a childhood friend. The pair grew up together, and remained close friends - they applied to become prison guards together.
Level 2 - there is a nurse who works in the prison hospital that Finn has become obsessed with. It is not so much a romantic obsession, but more that he feels a deep protective responsibility for her (although he is not entirely sure why - sounds like Dark Secret material, maybe…) The pair will play cards together during their lunch break, and Finn sees her as being the only good and pure thing in his life.

Murder. This is the high-security section; prisoners are kept here for the good of the rest of the prisoners.
2) Are you in the "new" section of the prison, or the "old" section?
Old.

Not actively, but every once in a while something pops up which is too good to be ignored.
4) A few powerful gangsters have been convicted of crimes, and in exchange for liberally greasing the guards' pockets, they enjoy a number of perks, making their prison time almost like a vacation. Do you have anyone like this in your cell block? What is your relationship with them like?
Most powerful gangsters are smart enough not to end here. Their thugs aren't necessarily, though. One of Blue Shoes' enforcers, "Goldilocks" enjoys an almost mythic reputation, a giant scarred man with a murder-resumé the size of a novel. Bobby's relationship with Goldilocks is reasonably pleasant; Bobby makes sure to pad his prison stay in exchange for help (somewhat) controlling the inmates.
On the other hand, Allan Rich is a ferrety little man with a gouged eye who has a history of vicious, sadistic crimes. He seems to have a sort of hypnotic effect on people; god knows how he is managing to ascend the social hierarchy in his cell, surrounded by men twice his size. He hasn't organized anything, but every once in a while he fixes his remaining eye on Bobby, and Bobby feels a twinge of dread.

The latter, definitely.

Honestly, I have no idea. Any suggestions?

I'm quite happy to crack down, and do so frequently, almost pre-emptively.
Relationships
Level 0 - Nancy, the kind of caretaker/girlfriend who stays in Bobby's apartment and looks after his son Fred.
Level 1 - Stanley Hendricks, one of Bobby's old boxing mates. They used to train together, faced each other in the ring once (Stanley won, no hard feelings). Unlike Bobby, Stanley supplemented his meager boxing income as a hitman for a crimelord called Steve Meyer (who is still at large). He got caught a few years ago, much to Bobby's chagrin.
Level 2 - Fred. Bobby loves the kid like nothing else, but fears that Fred is growing more attached to Nancy than to him.
