Over time rolls trend slightly above average, I think. I've also got a house rule where you can spend time and money carousing for a hp reroll. Once per level, new roll is what you use.

Can the "Self Improvement, Primary" which gives two points to Wis, Con, or Cha for a cleric, be split to +1 and +1?

Okay, cool. An adjustment is in orlder for Ardath; he's raise Wis +1 and Con +1.

I'm going with a bard. I'm taking my third set and flipping strength and intelligence:

Str: 9, Int: 14, Wis: 6, Dex: 14, Con: 13, Chr: 16

Am I understanding the skills correctly? I know three skills, +1 for intelligence, and three more for leveling? Do I need to spend extra slots to get to skilled and expert? It looked like some PCs had and some had not.

That is correct. One "slot" grants success on 15+, two at 10+, and three at 5+.

Alchemy (Skilled)
History
Magical Engineering
Etiquette

For Knacks, I'll go with Arcane Performance and Silvertongue.

Potion of poison (normally I wouldn't give this to players to start, but I'm going to assume your thief might want to start with a potion of poison)
Ring of invisibility!
Scroll of 2 spells
Scroll treasure map I
Elemental summoning device, earth
Sword +1, locate object
Axe +2
Chain armor +2

If you can't use items you can sell them, use them to attract retainers, or lend them to other PCs. When you pick your Knacks I'll roll hp.
