Telemachus gathers that the two magicians mentioned earlier -- Tyrol Macneth and Wilsha the Wily -- are most likely the two most powerful magic-users in the city; those able to enchant magical items are, he knows, more puissant than he is. It is likely that one of those two would be the ones to speak to about the spells contained within the found spellbook.

The mage seeks out a sage, or sages, first, and ascertains the magical capabilities of the party's items.

Then he attempts to gain an audience with either of Tyrol or Wilsha.

I believe the plan was to split up. Let me know who is doing what. Telemachus is looking for a mage, I believe, while some others are looking for retainers?

He finds Notai. "So, what things would you need to to gear up to travel with me? Also, is there anything I need to know that is different about you from a plain human as I?"
It's hard to explain puns to kleptomaniacs because they always take things literally.

The guard nods and tugs at a cord hanging beside the door. There is a faint tinkling, from somewhere far inside, and then, after the space of a few hearbeats, a bell next to her head chimes softly. "Follow me," she says, and leads the adventurers indoors. It is cool and musty inside, and smells like books and leather. The companions are led dow a narrow corridor, up a steep staircase, and finally into a large open room that seems to occupy the top floor of the tower. Bookshelves line the wall, and a youthful man sits behind a large desk. "I am Reker Nus!" he exclaims, "pre-eminant sage of this fair city."

Reker Nus

The young sage scratches his chin. "I can certainly do that. Simple items typically cost me a day to identify, and 100 gold. More complicated items take one to two weeks, depending on the rarity of the item, and between 500 and 1000 gold. Minor items like this," he indicates the snake fang armband with a dismissive wave of a hand, "I will do for free, as what the merchants call a 'loss leader'. It is a minor item, and enchanted to protect the wearer from poison. After doing so once it will crumble into dust."
Snake fang armband: wearer may reroll a single failed save v non-magical poison. It is destroyed after this use.
