Jess has a room in the officers quarters, but, as usual, also a lair on the garage deck - an office and storeroom with added creature comforts beside her personal collection of vehicles (a motorbike, dune buggy and, now, a flashy muscle car). She doesn't socialise in the surrounding underspire much - it might inhibit the trooper's fun - but she drives through it, quite fast.

I'd opt for a lower floor. The penthouse has a view of the water - and of the downspire part of the arcology. Neither is impressive enough to warrant the security risk.
I think the reception - for the whole crew - works best in the hangar. Secure, reduces the number of guests travelling through the installation, plenty of room.
I see the downside of putting the Ambassador in the penthouse, but it
is our most impressive accommodation. The previous Colonel thought it secure enough - we just have to remember to lock the French windows. Putting them in part of our own quarters deck has a different security implication, and might look inhospitable.
Perhaps we should offer a choice, with reasons (i.e. you can have the "view", but others will look back.).
Jess will, reluctantly, produce a selection of prestige-brand spirits and some tins of caviar (
t'be honest, I'm not that fussed about the fishy balls. Though they do pop nicely between yer teeth, that's fun.).
For wine/champagne and food she will rely on her network of catering suppliers, making a large enough purchase of alcohol to stock the mess against future need (it's only practical, there's a discount on bulk orders and good wine gets better over time
