Tonfa have a special option where they add [1d3] to hand blows struck with Atemi-Waza. The [1d10+3] is his base unarmed.

Did Hiroshi have his dai-sho drawn, if not, he can use Iajutsu to draw and strike (using Iajutsu BCS to attack as I understand). How does the injury affect his BCS? I'll go ahead and roll attack and let you determine:

Right! Please add the +6 blessing for 4 turns for Buru, too.

Buru strikes the yakuza leader twice with his tonfa, and instant before he delivers a devastating wakizashi blow to Hiroshi's upper arm. Hiroshi's ready katana strikes his opponent and cuts through his thick winter clothing and into flesh. Another gangster assails Hiroshi with a wakizashi, wounding him slightly. A third targets the armored bushi with a carved truncheon but fails to connect.
A yakuza charges the porter foreman and strikes with a club, but the man's heavy woolen clothing cushions the blow. Another strikes at the drover, with a bo, but has difficulty handling the long weapon in the tight space of the warehouse. Two yakuza throw their candle-lit lanterns at the oxen in the back of the room.
Buru's tonfa rapidly strike the impudent yakuza boss in the head and chest. He drops.
The foreman stabs at his attacker with his knife, lightly slashing the skin. The drover does the same with his opponent but misses. A porter slashes at the man with a club attacking Hiroshi, but can't cut through the heavy winter clothing. Another jabs at the yakuza attacking the foreman, but misses. The last porter stabs at the man attacking the drover, but cannot hit.
Hiroshi's Deftness is at 50%, which reduces his kenjutsu BCS from 14 to 11. With the +6 Blessing the BCS is 17, so a hit. No damage roll needed, the yakuza is unconscious.
Hiroshi's second action is up. Buru may be able to use his third set of rolls on a different target, depending on what happens after Hiroshi's second action.

Haruto works at putting out the fire burning on the doorframe. He's able to use a zabuton cushion to smother the flaming oil.

Does the +6 BCS for the Blessing come in before or after 1/2 BCS for secondary action? I assume the Deftness penalty applies before.
If the +6 comes in after, then I have a BCS 12, otherwise I have BCS 9. With the lower BCS, I'm pretty sure I just want to parry.

I think the +6 applies after the BCS reduction to 9. So BCS 15. That's if Hiroshi has zanshin 2, so his secondary action is at full BCS and not half BCS.

Having addressed the flames at the front door and hearing struggles elsewhere in the Inn, Haruto moves towards the innkeeper's voice to gauge the situation there.
Still outnumbered and under assault, Buru continues his blur of motion and martial art strikes against the brazen yakuza. He first engages the foes who are trying to harm the foreman (approaching from their side while they are occupied by him), then moves to those throwing lanterns if necessary.

Hiroshi has a Zanshin of 1, he will go to 2 when he makes 3rd level (unless somehow he gains 12 points distributed between Deftness, Speed, and Will...).

We'll need Hiroshi's second action for Turn 1 (if any), then the NPCs' second actions (if any). Then Buru's Turn 2 attack will happen. PCs should roll a Deftness ST. If it fails, please also roll a Strength ST.

The desperate fight in the dimly lit warehouse continues. The man to Hiroshi's right front again slashes at him with his wakizashi, but only cleaves air. The yakuza in front of and between Hiroshi and Buru's club smashes down on a porter's shoulder with a horrible sound. The townsman drops to the floor. Crit success, double damage. The gangster attacking the foreman swings his club, but does not hit. A who through a lantern attacks the drover with a hard spear thrust of his bo. The drover grunts in pain, but does not fall. The other man who threw a lantern swings a bo at a porter, but does not hit.
From behind the porters, the bushi and the budoka there is a bellow of a disturbed ox and the sound of heavy hooves. The men glance back and see an ox charging right behind them, and behind it, a paper lantern in flames. The ox does not slow down, it runs straight through the lines of battling men. The yakuza before Buru and Hiroshi nimbly jumps out of its path. The bull runs over the body of the yakuza boss, through the open warehouse doors, and into the snowy street.
