Orgoth finds a leatherworker, a small shop selling bags, boots and boiled armours. He takes the spear and can produce a holster type hood but he will fish around for a few engravers to commission the etching. You can collect it the next day completed. (-3gp)
As for a town council. A weekly small council of the senior patriarchs and merchants meets, it would be chaired by Lord Krothos, his advisor Ollis, the Vicar Othar, miller Hendon and a couple of others.

The Old Mill
Orgoth donates to the community purse, (+7 xp), the funds going towards repairing a purpose built public latrine and washroom. Cromm would approve. Hendon the miller receives the gift and gives you a receipt to keep the donation transparent for any official auditors sake.
If there are any suitable jobs he will let you know, advising you to consider a bulletin board notices so villagers needing plumbing, roofing, construction can get in touch.

"Hello there, master craftsman. I was wondering if you could make the proper necessary adjustments to this suit of armor I found. It is man sized, but needs to be altered to my smaller stature for a better fit, you see."

Ropes and grapnels I can fix you up. 50'ft of hemp and single hook 8sp, double pronghorn on silk 1 gold.

"I like to go out exploring the moors and the mounds. I found a wagon stuck in a stinking bog out there recently and the mule pulling it was half submerged and quite dead. I thought that if I had some rope and a hook, I might be able to pull myself out somehow if I ever get stuck so I don't have to suffer the same fate."

Maybe someone you haven't seen before? Could you point them in my direction please? If you can bring them to me yourself perhaps I will have something for you." He will give them each a cp.

Sven goes to the forge. The main smith is Karl Barrelgut, he has a few apprentices who craft various tools, shoe horses, hammer out new blades, especially broadswords which arm the Duchy militia.
The forge is also the focus of dwarven worship to Moradin, one of the Angarach or gods of the old ways. Because dwarven clerics have a covenant tie to their forge, they rarely venture outside their region of influence. Hence dwarven clerics, while permissable in terms of class are never characters.

Many dwarves pass through and we try to make it a home for all."

His tour takes in the various cottage industries, a few scattered farms, the seedier tavern. You come to the conclusion that the adventuring types are enrolled via the mercenary guild or the tavern. The urchins agree to 'spread the word' of his recruitment.
In response to his bulletin board adverts, looking for work as a labourer, you are enrolled on the dry stone wall renewal gang which is repairing and fortifying sections of the village boundary. Each day's pay can keep you sufficiently in basic accommodation at the tavern.
