
The river flows at a fairly steady pace. It isn't a raging current, but it will definitely float a boat along at a good rate of speed.
It isn't necessarily fast enough to drown you if you fell in, unless you cant swim of course.

The men by the rafts are down at the edge of the water. There is a muddy bank that he must traverse down a few feet to get to them, so charge wouldn't be possible in this case.
4. Could he roll (CHA?) For intimidation as he does any or all of this?
