I was thinking more of a kidnapping than an arrest.
Might he be "suddenly taken ill" when his old friend Nālani and her new husband find him? They could then kindly assist him from the train to a clinic.
If everyone is distracted a Stunner to the ribs works wonders.
So we wait a couple minutes before the announcement, I turn and say lightly that hey it's hebron.
Nor produces a distraction.
Nor gets behind sleeping man and stuns him, we say hello, hes having narcolepsy, I grab the bag and his good friends have the intention to bring him to clinic.
Ideas?

OK - Summary:
Noor is distracting the 3 girls that were sitting opposite Hebden and drawing them into the restaurant car.
Thaco is tagging along behind
Nalani and Pranit are in the restaurant car, observing Hebden past that crowd.
Hebden was standing in the aisle fiddling with his bag whilst on the phone. He has then binned the phone and seems to be following the crowd towards the restaurant car.
The train itself is about 10 minutes from the station below the crater.
Meanwhile, in orbit, The parade of air-cars from the south pole is moving north. The first, and the fastest, have landed near the station and the others are trailing behind...they should arrive in dribs and drabs over the next 20 minutes. There are 8 vehicles in total - Indrani and Raven could guess somewhere between 20 and 50 people aboard!
In orbit, The Queen is floating slowly northwards on her parking orbit - the missile launcher/sandcaster turret being loaded and ready for action with Maggie and Reven returning after checking the loadout. Maggie will return to the gunner's station on the bridge; Reven...well it's up to him! Assana is taking her sensor operator role very seriously and Indrani is 'keeping an eye on the trainee' as well as doing whatever she's doing.
The Queen itself seems a changed personality - no longer reticent but helpful and efficient.

"Maggie, go weapons hot but on standby. Assana, if we have anything approach to within ten kilometers, hail them and warn them to stand clear. If they refuse, use active radar and get a hull map. If they continue to close, then I will issue a warning. Maggie, you may expect an order to fire if an intruder reaches five kilometers from us. Any questions?"
The energy required to obtain a hull map will boil the paint on the target at 10km

True - but you are 100km up and the aircars are well below you (below 1km) and about 50km to port. n.b. There is a no-fly zone north of Yaoley Crater due to the presence of the prison. If you want to come down to within 10km you can zap them (and anything below them) with your radar.

I was referring to anything that approached the ship, although that is a warm and comforting thought...

Pranit's plan seems plausible...
1) Is Nalani going to be administering the Zap?
2) What is Pranit going to do with his bag while he's doing this...he has both hands occupied
3) Please make two rolls...Deception and Melee (Unarmed)...You have skill 1 in both. As these are fairly choreographed, I'll allow DEX instead of strength, which with the +3 bonus should make things easier!
I'll await Nalani's part in this plan!

Um, I hung the shotgun from my shoulder so I dont have the problem you noted. The shotgun is against my back pointing up, my elbow holding it tight, bag in my left hand. Using the good roll will come up behind the two, next turn.

Noted - and yes you will. The nearest might go down the stairs with a good shove and a good roll. The other is trickier being further away and having a balustrade between him and the drop.

Please note that there may be longer than usual response times for a while as I am going to be very busy in the real world. Not least because my Mother died, unexpectedly, last week and the Memorial is probably in a week's time.
