Coordination test using enhanced agility power (0 but for illustration's sake included) to generate your TN to be hit. I'll let keal determine how he reacts to the situation and Heatseeker's prompts.

Threshold allowed himself to be yanked down behind the overturned table. The materials that had been atop it - the deposit slips and cheap pens that were attached by those weird little chains (like anyone really wanted to steal those pens anyway) went everywhere as bullets thudded into the table.
Kevin stifled what would have been a pathetic little, "Yipe!" which was good, because he didn't want another superhero - especially one who was as focused on his image as Heatseeker was - to have to be seen with a wet-behind-the-ears crime fighter. But this was serious. Someone was shooting at them. A lot. And he had never been shot at before.
When it seemed like the hammering of the bullets into the tabletop slowed, Kevin hazarded a peek over the top of the table in order to get a good view of where they were. "I can open another Way," he said to Heatseeker, leaning in close enough to be heard over the din. "It can be anywhere in here, I guess," he mused, "but I figure I can put it right behind them and you can hit 'em hard and fast." Glancing down at his hands, he began to envision the knives that he knew he could create, and soon enough the air rippled around his open palms, and two blades in the shape of broad-leaf throwing knives appeared. Each gave of greenish energy that swirled about like dry ice hitting warm air.
With a grin he held them up to show them off to Heatseeker and announced, "I'll lob these at the guy you're *not* beating up...."

The heroes dodge even before the weapons have a chance to discharge, and they are surprised at the wave of energy that bursts forth from the rifles, shimmering through the air and leaving the security grill dripping and melting on to the floor where it creates a sizzling, smoking mass. One of the uniformed men calls out to the other in oddly accented English: "we'll alternate bursts--you vaporize the table first and then my shot will get through the wreckage and take care of the meddlers."

Still covered behind the table, Heatseeker reaches up to feel objects around the table's surface, and looks around on the ground for anything substantial he can throw."I'm not one for distance fighting--got anything we can throw at 'em?" he asks Threshold.

Do I need to roll anything to create the knives or just to see if they connect? I think the actions that I wrote out for myself might have taken advantage of artistic licensing a bit. I'm a little confused about how it all works out, really.

You'll need a roll when it'll make an impact on something. So you can create the knives just fine--the roll comes when you use them to attack.
It's disempowering to have to roll just to manifest your abilities--the point of the roll is to see if they have the intended effect (disabling the enemy, getting you to your exact destination, etc.)

Heatseeker is pretty sure the weird plasma knives Threshold has called into existence won't be useful for him, but he does find a heavy upright pen-holder lying on the floor that he can get a good throwing-grip on.

Threshold showed the knives to Heatseeker but gave a weak shrug and said, "I don't think I can hand these off. I kinda, um, create them - but I'm not all the way sure how it happens." Hearing the barked orders from the other side of the table, he grimaced and asked, "So do you want to try and hop again, or do you want me to throw these first?"

Summoning all of his bravery to peek over one last time, Threshold rises just enough to hurl one of his knives, end over end, at the nearest gunman. He reserves the one in his left hand for a cross-throw against the other after the first one has hopefully hit!

Yes--to wait and see what effect Threshold's strange knife-things have. HS will retain cover and avoid damage this round. Are there other tables he can run to, or other cover? If he can run to another he'll try that.
Also, any general emotions off the men besides (I assume) aggression?

While waiting to move, Heatseeker focuses on the nervous energy passing between the hoods. Nervous, jittery excitement, but perhaps something more specific...
