At Belial's new, 3rd level, the Mutation Roll is a base 1d20+3. You may choose to burn Luck before or after the roll. Another option is to Glowburn by ingesting a small portion of radioactive debris. You may burn points from STR, AGL or STA in this manner. The points heal back at 1 point per day.
Glowburn points must be declared BEFORE the Mutation Roll.
