This is from PHB, p. 104:
The cleric must be in a position to step before the undead, and he or she must have time to speak and hold forth the religious symbol in order to turn (or command) undead, and this of course precludes other spell activity.
"Step before the undead" I take to mean as close proximity and line-of-sight. And the ability to speak is also a requirement.

So Ingrid or Avril backpedalling to be able to speak won't work because they are no longer in close proximity.

Ingrid would know this, so Mant72 can re-write his action for this round.
Long Bo probably wouldn't know these arcane details, as druids don't turn undead, so I'll let his orders stand as written.

Instead of a wedge, which would expose our non-fighters to attack, I'd suggest focusing ranged attacks on the witch until Bo's insects can keep her occupied.

Bo and Mouser: This is the top of the spiral stair. The stairs go no further. Access to the bell tower must lie elsewhere.

Due to the towering heights of the vaulted ceilings in the chancel, this stairwell is quite tall. For the hooded men to ascend the serpentine stair might take as long as 3 rounds. The dogs, 2 rounds.

Bo: On which figure is your swarm centered? A1? A4? Other?
Also, please remove all oil from your sheet's inventory. Thanks.

And Pelias' noble aura of protection extends 10 feet from him in all directions, giving Ingrid another +2 on saves vs evil.
