As the other group closes (but not too close where they can see us), he will create an illusion of human figures similarly dressed as the caravan folk with their backs toward the approaching party. He will have the illusions walk away (towards the caravan folk if that is not in a direct path with our party) with the intention of having the newcomers attention drawn away from our party as we try to stay hidden. Once the new group is close enough, he will have his illusions conveniently move behind pieces of cover & vanish so he can seek cover for himself.

Alishar brilliantly uses his Phantasmal Force spell to distract the new group of travelers. They attempt to get the attention of the illusionary group ahead of them but their lantern is ignored and their attempts to shout drowned out by the cascading water from the Long Falls crashing into the plunge pool. As the group passes, the party members can see what appears to be four large men clad in armor that in the moon and lantern light appears to have a reddish tint. In the middle of the four are four smaller figures who appear to have chains or some other impediments on their ankles based on their gait. They are bundled in furs to fight the bitter cold and utterly shapeless making it difficult to determine who they may be.
The vain attempt to contact the phantom group urges the group ahead quickly past the party hidden in the brush on either side of the path and in the direction of the caravan and the elevator up the cliff.

Thargus remains hidden as best as he can, trying to discern what the smaller creatures might be - goblins?
He also tries to discern if the men clad in armor bear any symbols or heraldry he might recognize.

He would like to do something other than hide and wait for this group to finish escorting prisoners or loading up the cargo.
If he can, he will follow after the four guards and the unfortunate captives.

Octavios clutches his staff tightly at the sight of the bound prisoners. He has a hard time remaining quiet as they pass. He looks to the prisoners, back to the group, back to the prisoners, and back to the group for signs of action. He is ready to go with a spell to ensnare the passers-by. Questions can be asked and information exchanged when they are captivated by the bonds of nature......

The guards and their captives are about 20 yards away from the party moving over the path toward the caravan (still within range for Octavios and Niphos to cast their spells on the guards).
I am rulling that, while the roar of the Falls is overwhelming to normal voice communication, we are playing a fantasy game with magic and that the spellcasters can use their spells despite the noise that would keep any yells or shouts of the guards from reaching the ears of the caravan. If used the guards would be allowed a saving throw versus the spells.

Niphos roll 2d8 to determine how many hit dice are effected by the Sleep spell.
Fez provide a save vs. Spell (12 or higher on d20) you are too close to the opposing party to avoid the spell's effects.
