The ear-pieces are definitely fuzzy.
The Police did arrange for the vessel to be watched by Port Security...but they were withdrawn last night (See here). Who knows why?
The top lift shaft is the main passage between decks 1-7. If the lift is stuck, there are hatches in ceiling and floor that allow passage of persons using the climbing holds in the port wall to move that way...in zero-g the lift is mostly superfluous anyway and would be locked off on deck 1.
The bottom lift is an alternative passage between decks 3-5. Same basic arrangement. Passengers are restricted to the bottom lift for security reasons.

Aside from Arnwulf, you all have a basic knowledge of Comms systems.
The jamming you are suffering from appears to have multiple points of attack.
1) On direct radio comms from transmitter to receiver. There is jamming the signals between the phones and the cable-network that allows underground communications and between the components of the ear-piece network. The source of this jamming must be nearby and can be overcome when you are within about 2m of each other. (Clever tweaking may get a longer range - but requires a successful comms roll)
2) The cable network to which the ship is attached to the outside world is physically cut somewhere (presumably where the shutters have come down). Only bays 13-12 and 13-13, and port authority infrastructure nodes (fire detectors, cameras, door controls, power management, life-support management), are visible on the network. The network itself appears to be up within that limited scope.
3) The Control Tower and Landing Navigation beacons that are normally discernible from aboard the ship have gone silent.
4) The only external comms that can be discerned are the high-powered radio broadcast towers - and even those are fuzzy.
5) Internal comms panels on the queen are fully functional
