I was going for comedic effect. I'm worried that Papyrus didn't seem outrageous. :)

Ok folks- let's do some brainstorming on these fountains.

Crumbling statue of a unicorn; it's water clear
Arguing men, water flows from decapitated neck stumps; it's water sparkling
Hunting dog trying to escape a net; it's water reddish
Eagle, covered in clumps of slime; it's water trickling, sulphurous
Twin legionnaires holding cauldron; it's water plentiful, sulphurous, steaming
Muscleman struggling with giant centipedes crawling over his body; it's water surrounded by crystal deposits
Mage pouring water on enthroned monarch’s feet, painted with red “X” sign; it's water clear
Barbarian in loincloth; it's water sizzling hot, sparkling
Muddy pit
Unicorns are often considered a sign of purity, and sometimes have the ability to remove poisons
Arguing men: discord, struggle-
Hunting dog: escape? need for freedom? maybe Entanglement?
Eagle: flight, or exceptional vision?
Muscleman: ??
Mage & red X- probably something BAD
Barbarian: Berserker
Muddy Pit: some exceptional healing, since the plants are lush and green, even in the dark.

Those all look possible. The hunting dog could even be the reverse, capture or restraint. The muddy could be plant growth or nutrition, something like sweet water maybe.

More questions:
- Touch the water or drink from it to get the effects?
- What to make of details like the slime on the eagle, and the crystal deposits on the muscleman?
- What could happen if one tries to drink from more than one?

The mud looks like it might be a healing poultice or that could just be mud...guess you have to be desperate to even want to try!

Here's two more: Do the statues spark any connections with the Character's memories of folklore or mythology? Are they related to this world's zodiac?

No, the Kassadian zodiac is unrelated to most of the statues. They are similar to some old parables, but only in general.
