'holds immobile and freezes in place' I think the focus is to halt a victims movement, they should at least still be able to see and hear. Doesn't 'petrify', the intent isn't to keep them as a statue but to stop movement if their own volition. So I would allow handcuffing or binding a victim, taking weapons off them,
As an aside, in games I GM, whilst an evil cleric could cast the spell in order to freeze then assassinate a victim, I would deem such actions as not good or lawful and would incur divine displeasure. Same as just slaughtering people you have put under a Sleep effect.

I have always allowed tying of hands and gagging (so can't spell cast). I have nothing to support it other than that is how we have always played it.
As far as penalizing good people for killing someone under a sleep spell or hold spell (or any other spell for that matter). I do not if the person could be killed with no penalty otherwise. A Paladin killing a murderer under a sleep spell is doing them a favor and making it as painless as possible, they are still a murderer and deserve to die. My halflings tend to be more the aggressive types. My first character ever was a Holmes Basic Halfling Fighter. I was 9 and wouldn't read The Hobbit for another 2 years so didn't have anything to really use as a guide other then a crazy 9 year olds imagination.

Alas, I've almost never played a "hobbit" Halfling but if I did they'd probably act like Bilbo or Merry & Pippin.
Though I notice no matter how much I try to be different with my dwarves they all almost end up acting the same. I think I put a bit too much of my personality in them...
My half-elves I think have varied depending on the game and class they are.
My half-orcs tend to act a lot alike as well I have noticed.
The gnomes are always my smarty pants characters.

I play mostly humans, halflings, dwarves, and half-orcs. The rest are all pretty rare to nearly never.

In my all my games, I throw out nuggets of information. The players aren't required to pick them up. You could have left the temple - and still can! - and the game would have went in a different direction...may still yet.
