Well, maybe standard array for ability scores: 15, 14, 13, 12, 10, 8

Actually, I do have a dice roller campaign ID, I realized I'd set one up to test the site.

I am open to whatever ideas you have. I am currently participating in a number of games but only two in a fantasy setting - one within Tolkien's world (TABA rules) and the other in a Scandinavian mythology influenced world (Dungeon Crawl Classics).
My only DnD experience was in a Treasure Hunt (2e) game set in the Sword Coast setting of Forgotten Realms and the Moonshae Isles that stalled in the beginning. I am open to revisiting that world or following your lead somewhere else.

Before we go on anywhere:

I'm afraid the bard class does not qualify, the whole point of the game is the highlighted part.So, what classes are available? That depends, because I'm ok with D&D 3.5, D&D 5e, and Pathfinder 1, but the point is that it has no spells or similar features.

I misunderstood - I will look back through your original posting I thought the magic was revised to be used through an item as an alternative to the spellcasting rules. I didn’t pick up on the class limitations.

Rogue assassin is ok.
This way of magic is an addition to a non-caster class, replacing magic use in general for the whole game.
I may not have been clear enough on this, it happens when I think about something in detail that it becomes so natural for my mind that I don't recognize I haven't explained it fully.

My default idea is the Forgotten Realms, as there's extensive setting lore on it. However, I will tone down the amount of magic and magic users.Any further thoughts on the setting?
The regions I generally like here are the Savage Frontier, the Bloodstone Lands, the Silver Marches, the Dalelands, the Great Dale, Rashemen, maybe the Border Kingdoms or the Lands of Intrigue.
If you don't like FR, I'd fall back to the Lost Lands, which is not as well-known, but I have a lot of lore on it in books.

Those seem fine. I think the Silver Marches is the most appealing to me from a quick look at those regions.

Do you have any ideas about what the character wants?
And what the artifact wants?
If they match too much, a lot of the drama is lost; if they are too contradictory, the artifact would look for another wielder.
Probably things that are independent of each other, without being opposites.

Artifact:
Wants to avoid all conflict
Wants only the truth to be told around it

How do you like this:
The artifact is interested in discovering new places (let's say every month at least one).
It wants power shifted from merchants back to nobility. As a result, it wants the character to not simply destroy the family of the corrupt leader, but to reinstate the rightful members and keep the family strong.

I like those motivations and would only possibly shift destroy to remove from power to leave the approach a little more flexible.
