Well, don't forget that Experts have more going on for them than JUST more skill points per level than other classes - they also get more skills to start with in their Training Packages and don't have to spend as many points to increase most skills since ALL non-combat skills (other than tactics and tech/Psitech) are class skills for them. Not to mention their "Like a Charm" ability.
