Here's a stab at how to learn.
Skill-0: Spend a few days getting trained, and a week or so practicing, for it to stick. The more memory required, will take longer. Training by someone who has the skill at 2+, and you roll 8+ Int modifier.
Skill-1 usually takes a few months of active learning and practice.
Cross Training works like Skill-0 for closely related skills. A Spacer with VaccSuit-1 can learn what it takes to operate Combat Armor. Marines already have this. RIfle, Shotgun, laser rifle, etc. Sensors and Comms. Pilot(Small Craft) and Pilot(Huge Craft).
