Actually, drinking one potion while another is still in effect would be mixing the potions, which can have interesting effects. Everyone would know that mixing potions has unpredictable results, and that those results may be highly beneficial or catastrophic. Everyone also knows that drinking one potion while another is in effect mixes the potions.

Yeah—a big boom is only one of the possible outcomes. Rool could end up being able to permanently polymorph!

DMG p. 119: "Potion Miscibility." BTB, there's a 1% chance of an explosion, a 1% chance that one of the potions becomes permanent, a 75% chance that both potions work as normal, and a variety of other possibilities beneficial or baneful.

And you've already seen that things sometimes work differently where you are. Might help you, might not.
Also, at a certain level, the risk of damage isn't even all that great. An explosion does 6d10 internal damage, which averages at 33 HP. Not something you want to experience when you need healing, but not life-threatening to a fully-healed PC at the level of this adventure. Heck, a PC with enough HP might experiment with mixing potions just to find that rare combination that will make one potion permanent.
Of course, the DMG also says "Roll for miscibility secretly whenever it occurs. Give no uncalled-for clues until necessary." So, I guess I've messed up there.

The vulture ledge is about 35' above the floor on which Malibran currently stands. Does Malibran have a way to get up there?
He can't attack from the floor—the combatants are far enough down the ledge that it shields them from any attack from below.
Hallagad has a similar issue if he wants to engage in either combat. Tanner and Khogeki are 35' up, and Odilo and Xale are 15' up to aft.

They have a similar issue: the ledge where they stand, that was a few inches above the water when you first entered the room, is now 15' above the floor of the room. Think of Malibran, Hallagad, and Risdac as standing in the deep end of a big empty swimming pool, with Xale, Odilo, the monster, and the statue all fighting on the pool deck.
