It would be a Personal Tribute for Neegan. Pay with the mask, describe what it looks like and where in town you request it be built. A large statue of stone or copper, or a small marker of precious metals. The dwarves of Idmi'd'dum automatically agree to build it. It can memorialize the dwarves and honor Neegan as the donor (and Neegan gets 350xp) or be an effigy against Amistad (and Amistad gets the 350xp for the notoriety while Neegan gets Friendship with Idmi'd'dum.) When fully described I post it to the Memorials and Tributes thread.

So if it's in honor of the dwarfs, Neegan gets the XP.

But if it's against Amistad, Amistad gets the XP?

Yes. Fame and Notoriety are both Tribute.

If it is a tribute to Neegan in honor of the dwarves, Neegan gets the XP.

If it is a Memorial to the fallen dwarves, all contributing PCs get half XP and a new dwarf(s) get XP? That just gets wierd, though.
