Indeed! It stretches the bounds of "lawful" but they use their undead hordes to maintain a peaceful, orderly city.
Since I hadn't fleshed out much of the world, I've added the various towns and villages that have trade routes to Adamas, to give you a broader sense of the locale. There's a map in the campaign info page, but I'll copy that over when I get a chance.
