Because your character has a repute level of 0, anyone you encounter will not think highly of you in your current state. Here are some of the surface thoughts that the gang members are thinking.

"a pair of 3's, come one, just need one more pair"
"ehehehe, I'm glad I brought the loaded set of dice this time around, the poor sucker, he's making me RICH!"
"damn dog, I hate dogs! Hmmm, maybe it would taste good in an eggroll..."
"*whistles* sure got a lot of customers today, everyone's ringing that doorbell now-a-days, can't blame them, life sucks..."


One of the customer's thoughts are a bit more nervous, a complete contradiction to his friendly cool demeanor.
"Oh man! How did I get suckered into this deal?! They said that I could quit any time, but that dust is just too damn fine. Maybe they will take my new sneakers..."

One of the gang members throws a rock towards Scamp, shouting at him, telling him to get lost. "No scraps for you you damn mutt! Go crawl back into the hole you came from and just die!" The other gang members around him start to laugh.

S.C.A.M.P. scampers a few feet away, looking dreadfully hurt. He'll try to find a nearby alley.

What's the range of S.C.A.M.P.'s mind reading and mind control abilities? Can he go into an alley or to the back of a building and still work his mojo?

Also, can he bust a drug setup by catching a customer coming out with drugs and calling the cops, or does he need to get them "red-handed" ("pawed?") himself?

Mind Control
The character can take over the minds of others. A target of Mind Control must be within visual range of the character and must possess a Willpower Rank Value less than the Rank Value of this power or the character’s Willpower, whichever is greater.

To take control of another the character must roll d% on the Master Table using the Rank Value of this power or the character’s Willpower +10, whichever is greater. If the result is 100 or 1-19 the mind control attempt fails. If the result is 20-59 or greater the target is controlled until the character releases the targeted character or the target is ordered to do something out of the ordinary (such as injure a companion) at which point the target rolls d% on the Master Table using the Rank Value of the target character’s Willpower. A result of 20-59 or greater is needed to break free of the mind control.

This was pulled straight of of the power explanations thread. In regards to Telepathy, I will only allow the reading of minds within the character's general vicinity (rank value of power equals the distance at which minds can be read in terms of Sectors, every Sector equaling 10 ft.).

Both attempts at arrest could work, note that with just taking the one customer in, you would only get 1 point of Repute as a reward. If you were to bust the whole operation yourself, and call in reinforcements at the last minute... well, you would get at least 10 Repute points for that.

With a combination of telepathy and mind control, would he be able to plant a suggestion or thought? For example, what if S.C.A.M.P. wanted the dice player who's being cheated to think, "Hey, he's cheating me!" Would that be possible?

That is certainly possible. With your telepathy, you are able to pick up on his surface thoughts, and with mind control, subtley suggest a course of action using those surface thoughts, making it sound like it is his own idea. Good combination to be sure.

S.C.A.M.P.'s logic circuits churn. He needs to get at the source of the drugs in the restaurant. But being a fake dog, he can't just walk in. Where's a human to play seeing eye dog for when you need one?

He could create a distraction easily enough by getting the guards outside the restaurant to fight each other. But that just gets him as far as the door. Once inside, then what? Order a dish of tripe lo mein? Run for the kitchen?

S.C.A.M.P. slinks to a spot within sight of the gang but outside rock throwing range. He initiates the imitation reproductive appendage oral self-cleaning protocol, listens to the thoughts of people going in and out of the restaurant, and thinks.

Forgive me if I did not catch on, but where are we at right now? What did you have Scamp do exactly? :lol:

Scamp listens to the thoughts of those around him, trying to find an opening to exploit. The dice game is starting to heat up as the man with the loaded dice just won another round. Another customer just walked in, but he seemed to be thinking more about chinese food than anything else. From behind, down the alleyway, the robotic dog is also able to pick up on a new surface thought, one of the chef's from the kitchen inside. Looks like they will be taking the trash out soon.

Looking down the alleyway, the trashcans are just but a short walk away, right next to a door that is supposively connected to the kitchen. Steam can be seen fogging up the door's window, some of it pouring out from a local vent, their eggroll special from the smell of it. Only one other surface thought can be heard in the kitchen, another chef still tending to the food. He is stressed out due to the number of customers they are getting today, not being able to keep up with the orders coming in. He accidently cuts himself with a knife and starts to think about getting it cleaned in the restroom.

S.C.A.M.P. works his way to the back of the restaurant, near the trashcans. He'll take a sniff when he gets near the trash. He doesn't expect to find any evidence of drugs in the trash, but he has learned never to underestimate the stupidity of criminals. It's often the #1 weapon in his anti-crime arsenal.

He'll wait for the chef taking out the trash to open the door. Then he'll try to plant the thought in the chef's head, "I should let this mutt into the kitchen and give the poor thing some scraps." The robotic dog will follow him in, hoping the other chef will be in the bathroom, and sniff for the location of drugs.

Scamp's subtle mental suggestion works. As the chef exits the kitchen and takes out the trash, he is overcome with a sense of unusual charity, wanting to give the poor dog something to eat. He looks back and forth, darting his head over his shoulder before motioning Scamp to come inside. Sure enough the other chef is busy treating his cut in the restroom. Scamp takes advantage of the situation and starts to use his sensors to pick up the source of the drugs. It comes from the storeroom, just across the kitchen through another set of doors. The smell is muffled though, like before, so it is probably underground somewhere. The criminals here were more elaborate in their planning than Scamp anticipated. The chef returns with some beef on a stick and smile.

S.C.A.M.P. wags his tail and eagerly accepts the treat. Then he sends another thought into the head of the chef: "I should really get more of those little bitty ears of corn from the store room. I'll bring the dog. Maybe I can teach it to fetch these stupid things for me." If that works, S.C.A.M.P. will follow him into the storeroom.

The chef seems to go along with the mental suggestion, at first, but then gives a funny look on his face as he stares down the dog that is now in the kitchen. "Wait, what the hell am I doing letting a dog into the kitchen in the first place?!" The chef then reaches for a knife; he has taken back control of his mind through common sense!

S.C.A.M.P.'s friendly face curls into a snarl. He leaps at the chef, hoping to bowl him over (and possibly knock him out, if fortune favors the dog) before he can grab the knife or alert anyone.

Alright, technically speaking, this will be your character's first fight using this system. Here is how it will go down. I will roll initiative for the chef using the percentile die. You will do the same. Highest score goes first. You will then take your melee stat, since you are bashing your opponent (tackling), and roll a percentile die with it. Add the result to your melee and then check the associated chart for bashing attacks:

100 or 1-19 = Miss. You whiff.
20-59 = Hit.
60-89 = Pound. Your opponent suffers damage and may be knocked down (possibly into an adjacent sector)
90-99 = Concuss. Your opponent suffers damage and may be knocked out.

Since you have a melee of at least 20, you automatically land at least a basic hit, unless your roll was an 80... Your damage will be equal to the Rank Value of your brawn stat. Depending on what happens, the chef may not even be able to attack during this fight, we will see.

Also, does superspeed get him any bonus to initiative, or is it purely a movement power?

The above macro is correct. Superspeed is just a movement power right now.

The chef had an initiative roll of [1d100] = 85 so he will attack first. With knife in hand, he slashes at the dog with an angry yell! His attack roll was a [1d100] = 92+20 for melee. Luckily though, he was striking metal with metal and the attack was not lethal. You take 20 points of damage, subtract that amount from your damage score, your hit points in other words.

Now your attack kicks in. Staggered by the recoil of strangely hitting a metal surface, the chef is now vulnerable to Scamp's charge and is knocked to the floor, knife sliding across the floor out of his hand. He loses damage equal to your brawn stat, so he lost 30 damage points, leaving him unconcious. (He only had 20 hit points to work with). The racket from the fight alerts the other chef and he comes flying out the restroom, wondering what the hell is going on!

S.C.A.M.P. lunges at the other chef (rushing at him, if possible), hoping he can take out both chefs before too much of a ruckus is noticed.

Initiative: [1d100] = 53 Attack: [1d100+20] = 31+20 = 51

The chef rolled a 96, beating your intitiative, but he did not have a weapon on hand. He had to resort to kicking you, but because of your robotic frame, it lowered his attack value of 31 by one row step, lowering it to the next rank value range down (20-39 --> 10-19). His kick does no damage and his leg now hurts. Your lunge at him hit, and your brawn stat deals 30 points of damage, taking him down as well. Both chefs are now knocked out.
