Yes, waiting until night was the plan. We left the shrine to go somewhere, the marketplace I assume, to wait. We originally were going to watch the estate for multiple days. I’m not sure that will give us any more intelligence. But we could still do that I suppose. Or Jinsei could go fishing all day ;) The shrine seems like a good rendezvous point.

The mountains fisherman and seller of fragrant salted, dried and smoked fish carcasses presents his registrar's office certificate from yesterday morning. The lower rank samurai gives it a cursory view. Don't forget to get this stamped again within the hour, mountain man. He waves Jinsei on.

They will organized by rank and seniority, of course. The senior bushi who have waited will have preference for requesting schedules for New Years Eve and New Years Day. I'm afraid members of the guntai more senior than you will take the favored New Years Eve and Day shifts.

The ashigaru eavesdrop on that, and murmur a speculative discussion among themselves. A teenaged ashigaru hands Kaida's registration document to her after a brief routine glance and turns his attention toward listening in.

After they are clear of the stations, Kaida comments discretely, "If tonight is again spoiled, we can perhaps seek the alternative of New Years. The guards will be inexperienced in the streets and the merchant's wife will hire helpers for the dinner that we might gain access."
The mother quickly changes the subject to the New Year’s holiday*, which is coming in just a few days. “Kofu is usually quiet during the days around New Year’s Day. The peasants working in the city return to their home villages for the holiday. But last year many of them didn’t, because of the war.
The three servants are adequate for the cooking, cleaning, laundry, and other daily things. But when we have guests, we bring in a professional chef. And Sanae is hardly a refined server. There really should be a way to hire refined servers on a temporary basis. Without having to resort to hiring oiran* hostesses. I won't have that kind of woman in my house to possibly influence my innocent daughter. And my son's at the age where he's starting to notice woman.

Fuma's hensu-jutsu BCS is 4 plus his level, so 5. The roll of 13 gives an effect number of 13-5=8. The ashigaru needs to roll under that to detect the disguise.

The ashigaru seemingly decides that the mountain fisherman is just a mountain fisherman. Fuma passes through the checkpoint and crosses the street. The registrar's office is only a few yards north.

Minoru? Doing hensu-jutsu as well? Or something else?

A roll of 13 vs a BCS of 5 fails, doesn't it? Or are you calculating that as -8 Effect and adding it as a bonus to the Bushi's perception?

Yes, the hensu-jutsu roll failed.
But then, the suspecting char has to roll under the effect number of fail to actually detect the disguise. Hensu-jutsu is more powerful than I thought.

The lower rank samurai notes the young ashigaru's interest in the second mountain fisherman. He stops his inquiries about the upcoming New Year's holiday and closely observes the the next person coming through the intersection. A priest. But a very young one, and one who looks a little lean and supple for a praying, vegetarian, soft-living temple man.

Now we need a hensu-jutsu roll. (It was the 1 that succeeded on Detection of Hidden Things (Wit), of course).

Minoru easily passes. Note that his pious layman is Shinto, not buddhist, so actually he probably can pretty easily look the part of a Shinto traveling priest (was my original idea) or at least a priest (assistant maybe) coming into the big city to purchase specialty items for the shrine or the like (I'm not sure what all culturally makes sense, but that's the general idea of the disguise).

It's the first half-- the "top"-- of the Hour of the Dog. The early morning sky at the end of the month of Shiwasu is overcast, and the rich, dark valley loam soils streets of Kofu are mud with standing puddles from yesterday's downpour and the night's rain. The branches and twigs of the maple, gingko, plum, apple, pear, and cherry trees between the commercial buildings siding the Kaisho-Kaido are covered with bright young green leaves. The Moon, with its outline of a hare standing and pounding rice in a pestle into New Year's mochi rice cakes, will rise at almost half tonight. And at a fine straight line Half Moon tomorrow. And in five days, Winter will turn to Spring and the new year will begin. It's the beginning of the Hour of the Dog.

Would it be easier from a required rolls perspective to hang about the market all day, go fishing, or hide outside the compound to wait until night?

It seems that every encounter while in disguise involves hensu-jutsu rolls. That could be a lot of rolls by NPCs in the marketplace. I'd say 4D6 NPCs would look at or interact with the PCs enough to need Wit STs. For the average Classic Man, the ST is 3. But if the dice randomly indicate an encounter, and it's with a high Wit Shugenja or gakusho....
(The odds of that combination happening aren't very high).
