[1d20+1] = 12+1 = 13
and i have 14 for anne. less is better in dcc? if not, i think she have luck to spend on that, no?

That would be a Luck Check (roll Luck score or below).
This was a Luck Roll, 1d20 + modifier to beat a Difficulty Class. If Anne burns all of her Luck, she will succeed.
