Can a Khazakhann be a witch(male)? Also, are they suppose to look like Mongolians?

Witches are not listed as a restricted class for that culture and yes I would say according to my reading they are like Mongolians or other steppe like peoples.

I'd say sure they can. I see no reason why the archtype can't be extended to include Shaman's as well, particularly from a tribal culture like Khazakhann. The impression I got of their appearance would indeed suggest that they look Mongolian.

As for starting spells, I'd say pick one, then roll for the others. Gives you some flexibility, but also keeps the random factor.
