Is this a security setting I have missed? Or is it related to where the original is pasted?

Re: You are not authorised to download this attachment.
First, let me make sure I'm looking at the right thing, because there isn't exactly an attachment to download at the link supplied, but an image uploaded to a post.
There isn't a "Download" button or option for the image, but I was able to right-click on the image and be prompted to save a copy of it that way:
You can clearly see (minus the blurred out part; I'm on my work computer and don't want to accidentally share something I shouldn't), by attempting it the above way, that the original file name ('Party Associations 20210301.jpg'; I'm assuming supplied by you) is defaulted as the file name to save the image as:

Re: You are not authorised to download this attachment.
What I noticed on my screen is that the image doesn't load at all on the forum page (with or without https in the address line) and if I right clicked on the broken image icon and select open image in new tab I get the same error message that was reported above. Also right clicking it and selecting load image does nothing for me.

Re: You are not authorised to download this attachment.
Hmmm...
I'm wondering, is there another non-admin that is able to view the image at the provided link.
I'm trying to decide if it's a permission issue on the forum somehow (e.g. admin vs user) or a possible browser/computer setting?
I can't reproduce it so I'm kind of limited in how much more I'm able to assist (at the moment; I am at work after all). I can definitely help troubleshoot later, though.

Re: You are not authorised to download this attachment.
I get the same as Ed.
Re: You are not authorised to download this attachment.
I am not getting any error, even with a non-admin user account. I'm not sure what's going on here.

I use Firefox if it matters.

I'm on Chrome, I can see it when logged in, but cannot see it in incognito mode.

I wonder if it's an issue with forum permissions in ACP?

Greg not sure if this shines any light on the situation but this is what I am seeing when I inspect the post with the image.

Thanks, Ed. That give me a bit of info but I still have no idea why this is happening with only this image.

Re: You are not authorised to download this attachment.
I think I may know
The image is an attachment to a post in a sub-forum to which Cybersavant has no access...the link is an fimg to that image address...could it be that the image security is that of the post in the sub-forum?
Anyway I loaded it elsewhere in the main forum and reference that in another post and that works with no complaint.

OK - Note to self/Warning to others - post images on the main forum and reference from elsewhere - not the other way around.
