On the one hand is Galeschin, who is willing to go all in on suppressing the riots bc he sees that as a path to power, On the other is Rus, who wants to get rich and get out of town. It doesn't seem like their goals align.

No, they don't and with only 2 players it is a bit more difficult. Maybe it would be best to call it. I am in a bunch of games so its not a big deal to me if you want to go that route,
