Gurps Skill Roll [3d6] = 13 against a 19, success!

Enemy Gurps skill roll [3d6] = 13 against an 8, failed to dodge attack!

Enemy Gurps skill roll [3d6] = 12 against a 10, failed to hit Lucky!
Lucky is faster than the looters and fires a debilitating shot first. He easily takes down one of the criminals and is able to dodge the second one's attack.

The first group of civilians is successfully rescued from the fallen debris. Scamp can still hear more voices mentally crying out for help, but he will need to focus to see where they are (roll against Tracking). Right now, Lucky is buying Scamp some time to do just that, keeping the attention of the armed looters away from the rescue efforts.

Actions?

Lucky is quick to aim and quick to fire as he puts down the second looter, making sure to aim to debilitate and nothing more. The first responders on the scene, some local police, and some heroes, help Scamp save people that are being found telepathically under piles of rubble. The responders are also trying to take back the station, hearing reports of more criminal activity inside. The police and heroes do not intend on using the equipment inside on the looters, preferring non-lethal measures. Most of the fire fights have ceased in the immediate area, the heroes having stopped some looters who secured guns, just like what Lucky was doing.

It is at this time that you hear the sound of vehicles driving in and out of the place. One of them sounds familiar.

I will disable any vehicles leaving that don't look to have authorized drivers by shooting a tire out or the radiator or if absolutely have to wing the driver. I will also keep SCAMP safe.

The vehicles coming into the scene are ambulances and police cruisers. The ambulances that are leaving are rushing to the nearby hospital. The only vehicle that looks out the ordinary is your van. Normally you're the one behind the wheel, but it seems to be leaving with the rest of the emergency vehicles. Do you still want to shoot a tire out, radiator?

Somehow I knew you were going to say my van. Is Hector driving? Can I physically intercept the van? If no & no I will shoot the driver. If I see multiple badguys in the van i will shoot out a tire that will make the van come toward me. I will also think out loud "SCAMP we can't let my van get stolen my gear is worse than anything here" OOC referring to my "cannon"

Hector is seen driving the van. As for physically disabling the van, you could shoot the tires out. This would require some rolls at a hefty penalty, since it's a moving target, fast. No one else appears to be in the van, from what you can see.

Scamp is able to listen in on Hector's thoughts, an urgency to escape this situation and get away from the chaos of battle seems to be prevalent; however, Scamp cannot help but feel as if something feels a bit off, reading this man's mind. Every thought pattern gives off a unique 'scent' and Scamp has had plenty of training picking up on these scents. The ones coming from Hector, its as if they don't belong to him?

If I don't have an option to physically intercede with the van (knowing it's Hector) and try to stop him I will run to intercept the van and open a door and jump inside. "SCAMP any idea why Hector's stealing my van?" OOC I realized if I shoot Hector or the van he may crash.

Unless you have some sort of super speed or enhanced ground move, you will not able to catch up to a van that is starting to speed away.

As Scamp zones in on Hector's mind, he receives a mental response:

"SCAMP? Is that you again? You know reading people's minds is rather rude, right?"

Hector ducks down and tries to minimize his profile (Not wanting to get shot by Lucky). He continues on, speeding away from the scene.

Lucky, you still have the opportunity to try to shoot out the tires or come up with some other way to disable the van. Worst case scenario, he gets away and you lose a whole bunch of starting equipment.

Though Hector Smith is technically a citizen who got caught up in all of this chaos, what he is currently attempting to do is criminal. Firing at the van and causing a crash will not kill him off, jostle him a bit, yeah, but no worries about civilian casualty are needed.

AH I wasn't aware till just now that he was headed away from me. Yes I will shoot out a tire since he can't escape farther than I can shoot it should be easy(with more than 1 shot) ----If I miss more than once I will use LUCK
Yea I'm upset he would steal my van especially after I healed and helped him.

Lucky does not waste any time. After calculating the risks, he thinks he can control the damage of the crash. He fires a round from his rifle and blows a tire out. The van loses temporary control and rams into a nearby street light. It's stopped moving.

If all badguys are dealt with or are no longer a threat I'll get my van I will subdue Hector if needed and then swap my tire out. If the badguys are still an issue I will keep aiding the good guys & keep SCAMP covered but I will put a round in Hectors leg if he tries to escape.

The local chaos has subsided some. The heroes that arrived on the scene, including the local police and your group's arrival, were able to stop most of the criminal activity in the area. Through Scamp's tracking skills, all of the citizens trapped under building debris and overturned vehicles were found and rescued.

As Lucky rushes over to his van to check on its occupants, while also replacing the tire, he notices a Hector Smith thrown from the front seat. He is battered and bloody, having not worn a seatbelt, but he is breathing and very much unconscious. He is found in close proximity to the unconscious hero, a failed attempt to crawl out of the vehicle through the back.

The citizens are being tended to now, but a bit of horrifying news is making its way towards the ambulances and police radios. A fire has broken out in the main hospital for this city's district. The fire threatens to overtake the building within the hour.

First the blast around the monument unveiling, then the explosion in front of the police station, and now an arson attack on the hospital. Coincidence? Some think not....

Suddenly realizing SCAMP has been dog-napped our hero lucky quickly guns the vans engine toward the hospital in hopes he can catch a badguy and save innocent lives!

Scamp tags along to help with the rescue efforts. He can sniff out trapped people inside with his tracking skills (he will be an npc). You are given a free pass through traffic since Scamp helped arrange a police escort. You reach the hospital within minutes and find that a fire-fighting crew is at the scene trying to contain the rapidly moving flames. A few heroes are there too, splashing the building sides with ice blasts and water spray abilities, some even sporting some fire extinguisher backpacks, courtesy of the local fire department.

While at the scene of fiery chaos, you notice a man dressed in standard ACP dress, most likely a detective from the looks of his gear. He is found talking to another officer, comparing notes over a makeshift work table (top of a police cruiser). "We've been stretched thin Jimmy. Our forces took a huge blow at the station and those were already deployed are rushing towards one crisis after another. We are lucky to have the few we have here." The police officer wipes his forehead and looks up at the burning hospital. "Trust me, if I had any leads on who did this, you better damn well believe I'd be pursuing them. But the trail is cold right now. We won't have anything solid until we can do a proper investigation."

I try to figure out the next viable target (strategy/tactics) also demolitions if i can to see if it's the same type as before.

Demolition skill check against a 15 Gurps Skill Roll [3d6] = 7, Success!

You are starting to put certain pieces together. You don't have everything figured out yet, but your knowledge of demolition jobs has provided some insight into how a criminal could have coordinated these strikes. Super abilities aside, a vehicle would be the main form of transportation for hidden explosives, especially if it's a vehicle of the organization that is being targeted. And something like this, attacking multiple areas almost at once, it suggests that a more than one person is working together on this. A criminal group based in the Industrial Sector? But who would have access to such advanced explosives capable of the monument attack? More questions than answers, but it's something.

Lucky's mind is going full throttle with ideas and theories but has no physical way of communicating his thoughts. It is then that Scamp chimes in mentally. "Would you like me to carry your ideas over to the detective?"
