I will use my demolitions skill to determine if the blasts were from explosives, if so what types.

Feeling a bit woozy, Hector, the technician you saved, sits down nearby the newly revived hero. "I'm feeling a bit faint, I'm going to sit for a bit." He looks around for other first responders, needing water and one of those nice shock blankets.
After a while he looks up, still a bit shaken from the experience, and says to Luckyshot: "So...thank you again...Mister....?"
The technician tries to make conversation with Luckyshot as he waits for others to show up, but your eyes are too busy scanning your surroundings to focus on the citizen.
Gurps Skill Roll [3d6] = 12 Fortunately, the explosive used was not chemical based, nor do you detect any immediate radiation damage. It was high yield for sure, but not military grade. There would have been news of such if their was an airstrike or bomb drop. Whatever it was that caused this explosion, it was something small and easily concealed, but destructive enough to level a few city blocks and then some.
Black market grade weapons no doubt.

when he asks my name i will scribble "lucky" in the soot/dust using non specific script then swipe it out. Do I hear anything? I will look out a window to survey the current goings on & get my bearings in relation to outside. The citizen, Hector, nods at Lucky, content at this information. "Thanks again for rescuing me, and for helping that cape. I'm sure you have your reasons, but anyone who helps others in need is someone worthy of recognition."
Hector follows you and stays near the fallen hero. "Seems to me that next to this guy is the best place for me. The capes tend to be high priority, you know." He stays nearby, watching and listening for others.
Shortly after settling the hero you saved down, you hear the sound of more first responders coming, accompanied by a dog with a special vest on. You 'hear' a voice in your head. Someone is greeting you and is calling himself SCAMP. Out in the distance, you see more of the responders searching through the blast zone and finding others buried underneath rubble. The place is starting to get crowded with vehicles as well.
The dog and a few field medics from the police department rush over to you and notices the hero and citizen.
The technician speaks up. "Nice to meet you Scamp...Wait, why are you in my head? Oh God! I have brain damage! Tell me, is it bad?"
Hector quickly stands up, feels woozy, and sits back down. He looks at Lucky and then back to the medics. "What happened here?"
He pauses, then hesitantly adds "Is one of your nicknames....Scamp?"

OOC I don't know who maybe the enemy here---IC Lucky evaluates how many men are present, what they are armed with, what prtective gear they have and where they are unprotected, where cover is for the cops and himself, and what escape routes if any are available. He readies himself for possible combat. Hi "Scamp" I think in my head, "Are you present here?" If so please make a motion to let me know it's you!
Lucky will use his tactics & strategy if needed for his current sitch.

The men who approach are other first responders, just like Lucky. They have advanced first aid kits and equipment to get through heavy debris. They are wearing standard SWAT gear, like other police wear, but colored in the patterns of a medic. It doesn't look like they have any weapons on them, nor do they show any hostile intent. As for escape routes, not many in your immediate vicinity. You are out in the open, near the edge of the blast perimeter.I don't know who maybe the enemy here---IC Lucky evaluates how many men are present, what they are armed with, what protective gear they have and where they are unprotected, where the cover is for the cops and himself, and what escape routes if any are available. He readies himself for possible combat.

Turning to Lucky "Are you ok? I think it's over."
Seeing the first-responders arrive, the citizen Lucky rescued seems to regain his spirits, but not quite all of his strength. He looks to the silent hero and SCAMP for reassurance.

Though the blast just happened minutes ago, the eerie peace that follows events like these is quickly disrupted by the sounds of another explosion, some distance into the untouched part of the city itself. Soon enough, the radios on the first responders start to go wild. One of the police escorts listens in on the broadcasts and then goes a bit pale.
"The police station has just been bombed.... they've struck again."

"SCAMP" Can you message everyone that they may want to guard the hospitals, firehouses, & other emergency response locations? Also please tell some of the first responders that they should coordinate with other first responders that have not already been "hit" and organize a plan to stay safe.
I help the "hero" to my van so we can escape. "SCAMP" welcome to join.

"Be careful everyone!" he warns, "The bombing may be part of a bigger plan. It wouldn't be too farfetched to say they wanted to stir up chaos as a distraction."
SCAMP uses his super sense of smell to see if he can pick up any more explosives while going into the city. This is part of what he has been trained for after all!

This is a critical success. SCAMPs tracking skill was at 23, and he succeeded by 10. Not only does he know exactly where the blast occurred, he is able to sniff out other dangers along the way, allowing you to steer the van away from dangerous hotspots, or towards them if that's what you want!

Some rush into the police station to steal guns and body armor, others pick the pockets of fallen citizens in the streets. You see a few heroes on the scene, but they seem to have their hands full trying to contain the fires and disarming the newly armed criminals. There are people who are trapped under rubble and overturned vehicles. Sirens can be heard in the distance.
