It would make sense that it would, wouldn't it? However, I've been thinking about it. My goal when it comes to encumbrance has been to simplify it, not make it more complicated. For instance, a suit of halfling-sized plate mail will obviously not weigh as much has a suit of human-sized plate mail, but since encumbrance is measurement of weight and bulkiness, I will rule that a suit of plate mail on a halfling will be bulky enough that it will have the same affect as a human wearing the same type of armor even if it weighs considerably less.
