Negative mods don't come into T&T except for calculating combat adds - it doesn't work like D&D. You use your whole attribute. To make a L1 SR requires you getting to 20 by adding 2d6 DARO to your attribute. EG With CHR 6 you need 14 on the dice - the only way you can get that is by rolling ...
